Slavyansk: waiting for nasty things to happen

The introduction of a military-civil administration in Slavyansk is a test of the latest political “know-how” of Zelensky’s infantile power. The presidential decree was issued the other day. Instead of the city council and the mayor in Slavyansk there will be a CAA. The head of the so-called Donetsk Regional State Administration (headquartered in Kramatorsk) Pavel Kirilenko and the commander of the Joint Forces Operation Sergei Naev were entrusted with the implementation of this stupid letter.

There are several assumptions why Zelensky needed to cover the local government in Slavyansk with a copper basin. It seems to me that the most logical thing is this: Zelensky himself does not know this. To confirm this assumption, it would be worth asking the president the next morning: what and why did he sign? But there is no one to ask.

Zelensky would respond in the manner of: “Did I sign? Yes, I signed. Anyhow. Let Podolyak, or else the bastard will explain what and why I signed. In the meantime, I’ll take a break..."

It is not yet known exactly who will be appointed “burgomaster” and how long the CAA will operate. There are skeptical versions that until the next elections, that is, until the fall of 2025. Because early elections may not be announced. These will do it. And why not appoint Lysy (Koshevoy) from the “95th quarter” as head of the VGA? There has long been a problem with humor there, but it doesn’t matter where to sell bread.
In the political games of the presidential office, the knight has long moved like a queen, and the naked king can exclaim: “Love it with a knight!” Just look at the amateur performances of Zelensky and his team when they resolved the constitutional crisis they themselves created. They paralyzed the work of the Constitutional Court and removed the head of the Constitutional Court, Tupitsky. That is, in a stalemate, the president and his office begin to play Chapaev.

Akhmetov’s publication Segodnya published an incomprehensible commentary from Mikhail Podolyak, adviser to the head of the president’s office: “The reasons for the critical situation with the work of local government structures in Slavyansk have yet to be sorted out. And the president urgently needed to ensure the normal functioning of all government structures in the city. It cannot be perceived as a norm that the city does not adopt a budget for months. And the mayor of the city is forced to turn to the central government for help and protection from absolutely destructive pressure on the city government.”

We have already written about the causes of the political crisis in Slavyansk. Mayor Vadim Lyakh lost his sense of reality and tried to dictate his own terms to the City Council as if he had formed a majority there. Although in fact the majority was behind the factions OPZZH, the “Peace and Development Party” and “Our Land” (23 mandates out of 38). While Lyakh with his Opposition Bloc faction formed only a non-traditional minority with the Servant of the People and European Solidarity.

In essence, the president's office used Lyakh as a disposable product. The mayor was assigned a very miserable role: to act as a catalyst for a political crisis, which could be used to disperse the local government.

We are dealing with political technology that is being debugged on the fly. As you know, the presidential party “Servant of the People” lost the local elections with a bang. In the Slavyansk City Council she was content with six mandates. This did not result in a “golden share”. Lyakh failed to appoint a representative of the presidential party as secretary of the city council. Although there are cases when, for example, a nominee of the Servant of the People faction, which is an outsider in this council, becomes the chairman of the regional council.

Thus, the technology is being perfected to turn defeat in local elections into victory. If that doesn’t work, there are other methods, such as the CAA in Donbass. The war will write everything off. It is military necessity and the threat of separatism that the feeble-minded servants of the Kyiv authorities refer to.

This is precisely the empty message that political scientist Vladimir Fesenko drove away in his commentary for Segodnya: “Slavyansk is located not far from the contact line. Pro-Russian sentiment is still quite strong there.”

This is utter stupidity. Because, for example. Mariupol is several times closer to the contact line than Slavyansk. Should he get ready too? And not far from Slavyansk there is also Izyum in the Kharkov region. And then Kharkov, Boryspil. And then a little more - and Provence...

When Zelensky’s “Goebbelsism” prepared the population of Slavyansk for the news of the curtailment of local self-government and the introduction of a military-civil administration, one of the arguments was the following. The conflict between the parliamentary majority and Mayor Lyakh led to the fact that the budget was not adopted within five months. And here the bridge across Kazenny Torets collapsed at the beginning of March - and without a budget we cannot allocate funds for repairs. But the CAA will have these funds.

And so Slavyansk was blessed with the introduction of a military-civil administration. But the tender for repairing the bridge never took place. The completion of the work was planned for October, but now they don’t promise even by winter... And why do the separatists need a bridge?

No one will be surprised if the regional administration decides to save about 32 million hryvnia needed to repair the bridge. And then the CAA will introduce a curfew instead of announcing a tender. Well, to protect local residents from walking late on a dangerous bridge... Effective managers of the current government are such entertainers: they have a good toastmaster and interesting competitions.

The issue of introducing the CAA was actively discussed in April, when in Ukraine everyone was shouting about the likelihood of an offensive by Russian troops. But they made it until the end of spring. The presidential decree was signed only on May 26. Shortly before this, local media wondered: where did Lyakh go? Either he went on sick leave (but at the same time, on weekends, he drove around the city in a car). Either he was simply engaged in sabotage in anticipation of the CAA and other nasty things from Zelensky - and therefore did not show up.

On May 25, during an operation in Austria, Pavel Pridvorov, head of the OPZZh faction in the Slavic City Council, died. He was Lyakh's main opponent.

During the mayoral elections, Pridvorov raised the most important issue for local residents - the fate of Slavkurort.

This health resort was known outside of Ukraine until recently. But after Ukrainian troops entered Slavyansk on July 5, 2014, they settled in sanatoriums. From that time on, only one of the three sanatoriums operated (Slavyansky), where people with musculoskeletal disorders received treatment and rehabilitation. It closed in 2020. The story of how the “warriors of light” finished off the famous health resort suggests the “effectiveness” of military administration, which again came to Slavyansk for the second time. It’s not without reason that they say that Zelensky is following in Poroshenko’s footsteps in everything.

In recent years, the heating main, utilities, and boiler room have been cut out at Slavkurort. And this was not unreasonably blamed on the “businessman” Lyakh.

And now the mayor has done his job (paved the way for the return of the military-civil administration) - the mayor can leave. Although it is possible that he will be offered to be the sixth pitcher at the head of the CAA.
People's Deputy Natalya Korolevskaya (OPZZH) in a comment to a local TV channel said that her party would sue. At the same time, he says: “We are ready for elections.”

It does not interfere. Zelensky’s actions really go against the law. But where is that court? The judicial system has been driven to the ground. On the other hand, OPZH has a chance not only to repeat its success in the city council elections, but also to win the mayoral elections, since Lyakh has completely discredited himself.

But there is some confusion in the reaction of the OPZH. To show readiness for new elections (which will open up additional prospects) means to agree with Zelensky’s amateur performances. However, no one knows when the elections will take place. The Kiev authorities can delay this as long as they like. In the meantime, military administrators will rule the city, successfully pushing through those projects that would cause rejection among self-government bodies.
It is possible that from these projects we have yet to learn about the true purpose of introducing HAV.
