To build a hotel, the publication reminds, in a hundred-meter beach security zone, contrary to all restrictions and norms, and even register it according to documents as a sunshade and a public toilet - this has been the norm for Crimea in recent years.

Meanwhile, in 2013, regulatory services responsible for compliance with legislation in the field of land relations suddenly became interested in the circumstances of the use of the coastal area under the Robinson Hut hotel complex, which is located in the Golden Beach resort area.

“Judging by the inspection report, a copy of which is in KT’s possession, the land under the hotel complex was allocated on a lease basis to businesswoman Natalya Shaiderova, according to local residents, the widow of the former mayor of Feodosia Vladimir Shaiderov. Moreover, the plot of 0,83 hectares turned out to be a kind of nesting doll made up of five different plots with different purposes.

In two of the five areas, inspectors had serious complaints. Thus, on the site allocated for the construction and maintenance of the climate pavilion, there was capital construction for commercial purposes, although the general plan of Feodosia in force at that time excluded any capital development of this territory, not to mention its placement in the hundred-meter protected coastal zone.
And on the second site, allocated for the reconstruction of the sanitary block, there turned out to be a two-story building with hotel rooms, which also does not fit into the intended purpose of the leased land area, on which, judging by the land management projects, no objects were supposed to be located at all.

At the same time, the inspectors found that for such a purpose, the rental cost was calculated at a greatly reduced coefficient, for the “climate pavilion” - five times, for “sanitary premises” - three times,” says the weekly.

The materials of the land inspection listing the facts of violation of the law were sent to the prosecutor's office of Crimea, and from there they were safely transferred to the prosecutor's office of Feodosia. True, KT states, employees of the city supervisory authority conducted a thorough check and additionally established several juicy details.

In particular, law enforcement officers analyzed the requirements for the construction of climate pavilions and concluded that on public beaches such structures should only be prefabricated and not permanent. Moreover, their area is calculated in proportion to the area of ​​the beach served.

At the same time, the “hut” turned out to be six and a half times larger than the maximum size established for a climatic pavilion-type building. And of the 22 rooms, only a part functionally corresponds to such a structure. The sauna, billiard room and boiler room are clearly not among them.
In addition, during the prosecutor's inspection, it turned out that another two-story restaurant was located on the site allocated for the construction of the climate pavilion. True, not entirely - part of the establishment “moved into” adjacent territory belonging to another land user.

In accordance with the identified violations, Feodosia city prosecutor Daniil Stadnik prepared two lawsuits in the Economic Court of Crimea - about terminating the lease agreement for land plots for violating the terms of the agreement and the restrictions specified in it and about canceling the ownership of the buildings of the Robinson's Hut hotel complex for unauthorized construction. In addition, the supervisory agency demanded that the developer be obliged to demolish the unauthorized buildings and return the land to the city in the condition in which it was leased.

Both statements of claim are dated July of the year before last. It is unknown whether these statements were sent to court. And no information was received about the results of the consideration of this case, which, in general, was not surprising for that period of Crimean life. As they say in narrow professional circles, “there was a jam,” and attention to the problem quickly faded, writes the Simferopol weekly.

Much more indicative, the Crimean Telegraph emphasizes, is the attitude of today’s authorities supervising compliance with environmental legislation, which point blank does not see the modest “Robinson’s Hut” standing in the middle of the hundred-meter protective zone of the Black Sea.

“This looks all the more strange given the new position of ex-prosecutor of Feodosia Daniil Stadnik, who headed the Simferopol Interdistrict Environmental Prosecutor’s Office and, like no one else, knows what environmental protection norms are being violated in the new legal framework. True, Feodosia is included in the area of ​​responsibility of the Kerch environmental department, but it is difficult to imagine that these structures work autonomously, without exchanging existing information about existing violations.

This story has not yet received the promised continuation on social networks and through the Clean Coast activists, who for some reason last August, while raiding the coastal beaches, somehow bypassed the Hut. The Feodosia prosecutor's office, whose employees know exactly all the details of this story, is also silent. And we can only hope that the work is actually going on, it’s just that no one is advertising it,” the publication concludes.
