Media: The IMF put forward four new conditions for Ukraine to receive a loan
In order to receive a new cooperation program with the International Monetary Fund, Ukraine must fulfill at least 4 conditions, a PolitNavigator correspondent reports.
This is stated in the publication of the Kyiv edition of Economic Truth.
“It is already clear that Ukraine will not 100% fulfill the program of expanded cooperation with the EFF lender signed in 2015,” the article says.
That is why the parties tried to rely on the second option: agree on a new, shorter cooperation program. According to the publication’s interlocutors in the government, we are talking about a stand-by program for 12-15 months and for $5-6 billion.
She notes that during the stay of the IMF mission in Ukraine from September 6 to 19, during which it was not possible to agree on a new program, discussions were conducted around 4 main issues.
One of the main issues remains the issue of gas prices. According to the publication's sources from the Ukrainian negotiating team, it was possible to agree with the creditor on the following: by October 15, the government must decide to increase the price of gas by 23% of the current price. In general, as noted earlier, the IMF's position on gas prices was tough.
According to the publication, an anti-corruption block may appear in the new stand-by program. According to the publication’s sources familiar with the fund’s position, discussions are taking place around the redistribution of functions for checking electronic declarations between anti-corruption authorities in favor of NABU.
Also, the new program of cooperation with the fund may provide for the next stage of the SFS reform. The approach to its transformation may change, including in the direction of reorganizing customs and tax authorities as single legal entities.
