Representatives of an initiative group of local residents contacted the publication with a statement that the Yalta company “Stroy-group” is engaged in construction chaos, paying apartments to officials who give approvals for construction. The company, the gasprints explain, conducts illegal construction without any documents, builds high-rise buildings (more than nine floors), buys the best land plots on the South Coast and registers them in the name of individuals. In addition, he allows himself to seize the land of his neighbors, and the judges and the prosecutor’s office assist them in every possible way.

At one time, plots with sea views were sold for construction in Gaspra. Now everyone who dared to choose a Crimean town instead of Greece or Italy is biting their elbows - their houses were blocked by construction sites and there is no talk of a sea view.

KT journalists, having gone to Gaspra, found out that on a plot of land with a designated purpose “for the construction of a residential building and outbuildings”, the company, without the consent of its subcontractors, began to build two high-rise buildings (six and seven floors), calling them blocks of one residential building. Moreover, construction is carried out less than six meters from the windows of residential buildings, digging up the soil and refusing to show the projects to neighbors. Inspectors of the Anti-Landslide Department of the Republic of Kazakhstan recorded that the so-called frontal cutting of the slope to a height of up to three meters threatens deformation of neighboring residential buildings, or simply collapse, because the GASK inspection recorded that “the builders left the existing retaining walls in a hanging position.”

The editors of “KT” learned that a plot of 15 acres was actually purchased from the judge of the Simferopol district Vladimir Gaskaluk and the transaction amount allegedly amounted to 250 USD. e.

Indeed, according to the scheme used in Koreiz, the construction was also “registered” for more than two dozen shareholders - this is what the scheme is based on, because if you seek the truth from your neighbors, there is no chance of getting everyone together for a court hearing. Moreover, among them there may be fake shareholders, registered, for example, using someone’s lost passports.

Stroy-Group has seemingly formalized contractual relations with these two dozen shareholders, and is now actively trying to re-register the contract of relations (and responsibility) with third parties. It is noteworthy, the publication notes, that the contract was signed by a certain citizen Lyudmila Kovtun (who is also among the shareholders) as the construction customer. According to KT, she is a friend of Dmitry Tyukaev, who signed the documents as the founder of Stroy-group.

One building has been built on the site, the second is under construction. The builders refused to provide any documents. They rather rudely stated that when the owners arrive, they will present the documents to the editors. The only document that the newspapers managed to obtain from them was the urban planning conditions issued on December 30, 2013 by the Yalta architect Vladimir Pristupa. They hesitantly promised to provide the remaining documents. But the urban planning conditions also confirmed the worst fears of local residents - the LLC is indeed building four floors with a basement and an attic, that is, in fact, a six-story building.

It is not surprising, KT writes, that the neighboring houses are already covered in cracks. The developer even cut off the sewer network for one of them as a deterrent. Meanwhile, the local police did not respond to calls from residents.

“People are outraged,” local resident Lyudmila K. told the newspapers, “after all, the district police officer was called back in May, but he arrived only in September. He only arrived when I said that I would write to the Ministry of Internal Affairs. Local residents turned to Krymenergo, because the developers hung a power cabinet on my wall and used electricity illegally. But when the Krymenergo commission arrived, it turned out that they had managed to remove the wires and this power cabinet. What saved us was that we had photographs of this illegal connection. The builders tried to convince the inspector that they had been building on a diesel generator for the second year already.”

The authorities are not trying to stop construction. The letter sent by local residents to the Ministry of Construction and Architecture of Crimea with all the evidentiary documents seemed to have been lost. Officials skillfully juggle replies, although the security of the region on the South Coast is under threat.

In the story of the Gasprin construction site, it is noteworthy, the weekly emphasizes, that the deed of sale and purchase of the site was drawn up by the shareholders in July 2013, and the construction of one of the high-rise buildings began almost in April 2013. Then the GASK replied that they did not issue or register a document confirming the right to carry out construction work. And from the same letters from the inspection it turned out that the declaration on the start of preparatory work was registered only six months later - in September 2013. Already in September 2014, the Landslide Prevention Department confirmed that the land user did not request technical conditions from them and did not submit the construction project for approval.

Meanwhile, KT notes, the Yalta city police, in a letter dated November 1, 2014, stated: during the inspection, the prosecutor’s office established that a house with outbuildings had been built at the indicated address.

“Why the police mistook the six-story building for outbuildings, history is silent. In the same letter, the police gave two contradictory answers. They say that the scandalous households have already been put into operation by the declaration of October 9! And then, below in the text, they added (we quote): “Agreement with the response of the head of the Southern Inspection Department of the Architectural and Construction Inspectorate (dated October 24) ... construction work is underway at the indicated address.” The question arises: how did the developer put the facilities into operation on October 9, if they were still under construction on the 24th?!” the publication wonders.

However, in an official letter, the Yalta prosecutor’s office responded that during the inspection they did not find any violations. Agree, it’s strange, because even the architectural and construction inspection, starting from October 8, having officially recorded violations, suspended construction and asked the developer to come to the inspection with the documents required for construction.

“As we see, no collective demands, letters and complaints from local residents, which they have been sending to various authorities since 2012, have yielded results - the mutual responsibility of Crimean officials remains an insurmountable obstacle.

Even the Yalta City Court played into the hands of illegal construction. He made an original decision: to prohibit construction work by the company and only one shareholder out of twenty-two. In other words, for everyone else, the court, as the scheme provided, kindly reserved the right to illegal construction. And now the construction of high-rise buildings, which have called into question the safety of Gasprinets, has intensified...”, sums up “Crimean Telegraph.
