According to the publication, the Saki Interdistrict Prosecutor's Office checked the legality of the allocation of land plots in the coastal part of the village of Shtormovoye and filed lawsuits demanding that the decisions of the local village council on these plots be declared illegal.
The basis for the distribution of coastal land, judging by the documents available to KT, was a scam to “approval” of the Detailed Plan of the territory of the coastal zone of the village of Storm, which none of the local residents had ever seen and thanks to which the subsequent lightning-fast deriban was allegedly legitimized.
According to the prosecutor's office, the contents of this document contradict the provisions of the main urban planning documents - the general plan of the Oybursky resort and the detailed planning plan for the coastal part of the village.
Among the happy owners of land plots located at a distance of one hundred to four hundred meters from the shore were twelve deputies of the village council, including the head of the land commission of the Shtormovsky village council, Nechiporenko, and Irina Titova, who had previously been convicted of malfeasance in the field of land relations.
It is noteworthy, the weekly emphasizes, that some rural deputies, who were interviewed by employees of the supervisory department, disowned the coastal land. Some of the respondents explained that such issues were not on the agenda of the session at which these land plots were distributed, and in general they submitted applications with a desire to receive “an inch of land” just three days before this decision.
It is not possible to establish reliably, notes KT, whether the plots were allocated or not, on what basis and who voted for it - the minutes of the meeting and all land decisions of the significant session in the life of the Storm were very successfully destroyed by water from a burst battery, although there are already more in the village The central heating system has not been working for ten years.
In general, according to the prosecutor's office, rural officials managed to distribute 93 plots of land under this scheme, 19 of which even managed to acquire state land certificates. It is noteworthy that all 19 persons refused to testify, and during informal conversations they found it difficult to clarify the details of obtaining land plots, and some do not even know where the building of the Shtormovsky Village Council is located.
Among the 19 owners, a certain Yakov Ishchenko was discovered. He received a plot of land for free, without being a resident of the village and bypassing the general queue. According to unofficial data from the publication’s source in law enforcement agencies, this citizen was a co-founder of an LLC with the exotic name “Vo!”, and the second partner in this company is a relative of one of the deputies of the Crimean parliament.
In connection with all of the above, representatives of the prosecutor’s office, following the results of the inspection, came to disappointing conclusions: there is a fact of illegal alienation of recreational lands worth more than 8 million 200 thousand rubles. In addition, the prosecutor’s office saw in the actions of officials of the Shtormovsky Village Council sufficient signs of a criminal offense under Article 285 “Abuse of official powers, resulting in grave consequences” and transferred the materials to the Investigative Committee.
“Whether investigators will give a legal assessment of the actions of only village officials or will also pay attention to the role of the chief architect of the district in this case, who agreed on the Detailed Plan that laid the foundation for the deriban, this remains open until the completion of the investigation,” writes the weekly.
Meanwhile, according to KT, in addition to the head of the town planning department, employees of the city district department of the State Land Agency, who did not even receive a reprimand for issuing land management documents, as well as employees of the Republican enterprise Ukrproektrestavratsiya, who developed a deliberately illegal town planning document and hastily withdrew theirs, are involved in the violations. project as soon as the prosecutor's investigation began.
