Media: Residents of the old part of Bakhchisarai have been without TV for the third month

Since February, television broadcasting has been stopped in the old part of Bakhchisarai. The authorities promise to solve the problem, but people are still unable to watch.

According to the publication, pensioners have been trying to solve the problem for several months, but in response they receive only unsubscribes. “I turned everywhere,” a resident of Bakhchisarai told 1K, “I even wrote to the Ministry of Information Policy and Communications, but the matter never got off the ground, no one is looking into our problem.”

In response to a request from the Ministry of Communications, a response was received signed by the first deputy minister, who stated the fact that broadcasting had ceased due to the unsuitability of the cable feeding the repeater, the owner of which is the Bakhchisarai City Council. It follows from the letter that the problem is being addressed and the broadcast will be restored in the near future.

For several days, newspapermen tried to get a comment from representatives of the city administration. Abandoning unsuccessful attempts to call the landline, they dialed the mobile phone of the chairman of the Bakhchisarai City Council, Sergei Maryinskikh. According to him, the solution to the problem was delayed due to the fact that the repeater and its communication networks were previously under the jurisdiction of the extremely poor municipal enterprise Bakhchisarai Improvement Plant. By decision of the council dated March 17, 2015, this facility was transferred free of charge for a period of 5 years to the federal State Unitary Enterprise “Russian Television and Radio Broadcasting Network”.

“The enterprise has undertaken to resume television broadcasting in this area as soon as possible and maintain it at the proper level, but residents will have to endure a little longer. There are some formalities, without which work cannot begin,” Maryinskikh noted.

1K dropped in to visit the director of the RTRS branch in Crimea, Gennady Gordeev. It turned out that the enterprise not only knew about the problem, but also, on its own initiative, tried to solve it as soon as possible; moreover, the administration of Bakhchisarai did not put a spoke in the wheels, but happily shook the outstretched helping hand.

“The situation in Bakhchisarai is a litmus test, reflecting the terrible state of repeaters and related communications throughout almost the entire peninsula. An inoperative repeater serves the old part of the city, located in the canyon.

People are in a difficult situation. On the one hand, the organization on whose balance sheet the repeater was listed has no funds due to the scarcity of funding, on the other hand, RTRS, with all its desire, does not have the right to allocate funds for the repair of facilities that are not assigned to the organization,” the newspaper states.

According to Russian legislation, 1K reports, television property must be federal property. RTRS, being a federal state enterprise, has the right to accept the repeater on its balance sheet. However, the transfer procedure takes time, and in order not to delay the solution to the problem, RTRS, together with the administration of Bakhchisarai, found a completely legal solution.

“We signed an agreement on the free use of equipment for a period of 5 years. During this time we plan to go through all the necessary procedures and, of course, carry out restoration work. The equipment as a whole is in working condition, but one gets the feeling that no one has painted the metal structure for several decades,” Gordeev said.

However, RTRS, notes 1K, faced another problem:

“Television broadcasting cannot be resumed promptly, since the power cable cannot be restored. The procedure for designing, approving and laying a new cable is a lengthy process. Realizing that residents of the microdistrict have been in a television information vacuum for too long, RTRS simultaneously began negotiations on subconnection to another subscriber,” the publication summarizes.
