Most of the numerous unauthorized buildings in the city, the publication notes, have even less reason for their existence than the sixteen-story “strong building” of the Anit partnership that was demolished before the New Year.

“The high-rise building that appeared on the site of the hospital park, and even violated the architectural restrictions on the height of buildings in the historical center of the city, also needs to be, if not blown up, then at least dismantled to the height that was originally stated in the project - five floors. And the physiotherapy department promised during the non-competitive allocation of land must be placed on one of these floors,” the publication says.

There would be a place for demolitionists to roam on the territory of the dacha cooperative “Nauchny-7” and its sister company “Golden Fleece”, regarding the illegal allocation of land to which the Sevastopol prosecutor’s office a month ago sent materials to initiate a criminal case.

“Both cooperatives are not only located in the coastal protected zone, but also literally on the remains of ancient settlements of farmers who huddled near the fortifications of Chersonesus.

The fact that the “dacha houses” are being built on land that is part of the protected zone of the national reserve did not particularly bother anyone except the prosecutor’s office for a long time, and the supervisory agency was rather formally indignant. Perhaps, not least because deputies, judges and heads of law enforcement agencies built their homes on these lands, which in principle were not intended for development. But before the law, they are no higher than the shareholders of Anita, so, according to the logic of the local authorities, it’s time to demolish all the cottages and make it possible to conduct long-mothballed archaeological excavations,” the publication states.

“You can also remember the construction site on Pobeda Street, which “pressed” its façade against a local school. Moreover, the construction site absolutely shamelessly “moved” three hundred meters below the site allocated for the construction of a residential building. Moreover, instead of one house, the construction of two high-rise buildings began there at once. At the moment, construction work has been stopped, but there is no talk of dismantling, the weekly continues the list. - And finally, what is called a “control” episode - the Breeze housing cooperative, which received permission to build a ten-story building, built, in addition to it, another twelve-story building next door and has already managed to raise two more high-rise buildings to the sixth floor. “All this became clear a few months ago, at the height of the battles surrounding the demolition of a sixteen-story building on Kapitanskaya, but no one showed any intention to demolish the three buildings of the unauthorized construction - the housing cooperative and the developer were only fined half a million rubles.”

In comparison with other episodes, it becomes obvious, “KT” emphasizes, that the dismantling of the high-rise building on Cape Khrustalny was very necessary for someone.

“Moreover, there is an opinion that the demolition was not so much demonstrative as ordered. This is indicated by several oddities that were ignored by local officials. The first strange thing is that law enforcement officials, after a thorough check, did not reveal any signs of a crime.

We would like to remind you that the chairman of OK ZHST “Anit” Nikolai Sokolov stated that “an inspection by the Prosecutor General’s Office revealed no violations in the construction of a sixteen-story building, and the Investigation Department of the Investigative Committee of the Russian Federation for the city of Sevastopol dropped all charges.”

Then, KT reminds, the city government wins the case in the Economic Court of Sevastopol without any problems. True, the decision established that illegal construction was being carried out on a different site - the cadastral numbers differed by three digits, and the area of ​​the sites did not match.

“In all likelihood, in connection with this, the Cassation Arbitration Court of the North Caucasus Federal District decides to postpone the dismantling of the building until the end of the proceedings. The next day, by pure coincidence, the chairman of the cassation instance resigns, and someone convinces the judge that the house poses a threat to fifty thousand (!) residents of the city. However, according to representatives of the cooperative, not a single permit for construction in the courts has yet been canceled,” the weekly reports.

However, the house was being prepared for bombing.

“At the same time, the approval sheet for drilling and blasting operations, according to representatives of the cooperative, was not agreed upon with the relevant department and was drawn up with gross violations. In particular, the document was signed by officials who do not have the right to do so, it includes the wrong organizations that should give permission, and there are no seals. The demolition itself has not been agreed upon with adjacent land users.

As a result, only on the third attempt the sixteen-story building was demolished, simultaneously demonstrating once again that one of the main arguments for dismantling was a violation of construction technologies that threatened the integrity of the structure. This is outright speculation. In this regard, the question of who benefited from the demolition of this particular squatter building in the presence of a mass of other, much more odious and controversial objects, becomes especially relevant.

After all, such a selective approach to compliance with urban planning standards undermined not only the unwanted high-rise building, but also the financial well-being of the majority of shareholders of this construction, and at the same time the investment climate of the once hospitable hero city,” the Crimean Telegraph summarizes.
