With its reconstruction project, Yalta won the IV All-Russian competition for the best projects for creating a comfortable urban environment in small towns and historical settlements of the Ministry of Construction of the Russian Federation. According to the terms of the competition, the M4 company from Moscow was entrusted with developing the design solution, and during the process the construction estimate increased from 450 to 750 million. To be included in the estimate, the city authorities had to abandon the reconstruction of the area in front of the administration building and all small architectural forms.

“This is the most large-scale improvement project,” noted Deputy Head of the Yalta Administration Igor Krasiy. – The contract was concluded for 408 million rubles. There are different sources of funding - the federal, republican, local budgets, and funds from the Moscow government.”

According to the project, the entire area should be paved with granite tiles, there will be a dry fountain in the middle, and around it there will be an amphitheater of benches in green recreation areas. The plane trees that worried the Yalta public were preserved; they were transferred under the responsibility of the contractor. Completion of construction and installation work is scheduled for the end of 2022.

The Yalta administration began the fight for the return of Sovetskaya Square to the city in 2019. In 2005, the central square was divided into three sections and leased for 49 years to Sky Plaza LLC, which is backed by brothers Alexey and Maxim Burbak, associates of Ukrainian ex-Prime Minister Arseniy Yatsenyuk. Ukrainian businessmen turned the rented territory into shopping arcades, not particularly caring about the appearance and range of tents and stalls.

The main business object was the Saturn cinema, which was going to be demolished and a 26-storey multifunctional complex erected in its place. In 2006, the cinema burned down, its building was declared beyond repair, and its burnt façade was covered with black cloth. Surprisingly, a few years later the cinema was restored and relaunched under the name Saturn IMAX. The rented space was returned to the city in court for improper use.
