Agreement between the US and the Russian Federation on Ukraine is possible no earlier than 2019 – Kiev political scientist
The upcoming meeting between US Special Representative for Ukraine Kurt Volcker and Russian Presidential Aide Vldaislav Surkov will not yet result in decisions on Ukraine and may result in agreements on Ukraine.

This opinion was expressed in a conversation with a PolitNavigator correspondent by the director of the Ukrainian Institute of Policy Analysis and Management Ruslan Bortnik.
According to him, one should not expect significant progress following the meeting between Volcker and Surkov, since it will be more of an acquaintance.
“The statements that Volcker made following his visit to eastern Ukraine fall into the same framework as the statements of his predecessors from the Obama administration. Today there is no room for any compromise. The parties will get acquainted, exchange some positions, today they will just begin some kind of dialogue, which, perhaps, potentially, somewhere after 2019, when elections are held in Ukraine, could end with some kind of agreements on Ukraine. Now the main task of the parties is to de-escalate the conflict, to prevent it from moving into a hot stage, with the absolute understanding that it is unrealistic to solve the problems of a political settlement today,” Bortnik said.
