Kolomoisky’s ally wrote seven-point snow removal instructions for Ukrainian mayors
Boris Filatov, a colleague of Olinarch Igor Kolomoisky and the mayor of Dnepropetrovsk, has prepared seven-point instructions for clearing roads of snow for the mayors of Ukrainian cities.

“At the moment, in the Dnieper, the problem of clearing the main roads and highways for the unhindered passage of transport in winter has been systematically solved. I hope that our experience will be useful,” Filatov assures.

“So, instructions:
1. Modern weather forecasting technologies provide full opportunity to determine and analyze the upcoming deterioration of weather conditions (start time, intensity of precipitation, its type, time and amount of precipitation, temperature conditions, etc.), which allows utility companies and contractors to prepare and mobilize in time.
2. Namely, prepare a sand-salt mixture (PSM) or brine with the required salt concentration for the expected weather conditions, fill in fuel and lubricants and load the equipment with reagent, PRELIMINARY travel to dangerous areas (ascents, descents, bridges and overpasses) for timely treatment of the coating.
3. This winter, practice has shown that the use of mixtures according to old standards and instructions does not lead to the desired result that would satisfy road users. Therefore, we use the composition of reagents depending on the temperature and amount of precipitation:
– at a temperature of 0 to -5 and without significant precipitation, for pre-treatment (the so-called “substrate”) we usually use a solution of brine (salt with water) or PSS 1:4;
– at t°C from 0 to -5 with intense precipitation, usually in the city center and on ascents/descents we sprinkle pure salt, and in other areas the PSS is 1:2;
– at a temperature of -5 to -10 with intense precipitation in the city center and on uphill/downhill slopes, we continue to sprinkle pure salt, and in other areas the PSS is 1:2 – 1:1;
– at temperatures from -10 and below with intense precipitation throughout the city, we apply only PSS 1:3 – 1:4;
– in case of heavy snow, when the amount of snow “porridge” on the surface impedes the movement of vehicles, we begin snow removal according to the developed routes.
4. So, clearing the snow. During the day, if it is necessary to clear the “mess” from the road that impedes traffic, in the city center we use sand and salt spreaders with a lowered blade, which makes it possible not to stop traffic, and on wide highways cleaning occurs as usual.
5. It is better to start large-scale cleaning at night, when there is no heavy traffic and parked cars. During such cleaning, we form crews of snow removal equipment to secure them along previously developed routes. Thus, we know where and which crew performed the cleaning and dispatch the sprinkles in a timely manner.
6. After completing snow removal work on roadways, we load and remove snow. First of all, this applies to the busiest bridges (Central and Amursky) and places where the largest number of people pass (city center).
7. Success in work is achieved, first of all, due to the conscientious and coordinated work of all services, utility companies and contractors,” concluded Boris Filatov.
