Moscow - Kyiv, December 23 (PolitNavigator, Mikhail Stamm) - During the traditional New Year's meeting in the Kremlin between Vladimir Putin and members of parliament, Chairman of the Federation Council Valentina Matvienko said that the upper house “does not accept statements about the alleged annexation of Crimea and began preparing a bill that would transfer Crimea to Ukraine is recognized as illegal.”

Member of the International Committee of the Federation Council Igor Morozov says that the decision of the Politburo of the CPSU Central Committee and the Supreme Soviet of the USSR to transfer Crimea from the RSFSR to the Ukrainian SSR was made without a referendum, which was provided for by the Constitution of the USSR. “The entire formal sequence of actions was violated, and now we need to return to this time, bring the situation into line with international law and restore historical justice,” says the parliamentarian. Morozov recalled that there is a decision of the UN international court, which the United States “pushed through for the recognition of Kosovo”; this decision indicates that permission from the central authorities is not necessary for holding a referendum on the self-determination of the region. The bill will be submitted to the committee for discussion at the beginning of the winter session and considered at one of the next meetings, Morozov is quoted as saying "Vedomosti".

The publication's experts believe that Russia thus hopes to add to its arguments on the Crimean issue from the point of view of international law. This will make it possible to use this law in international arbitration if, due to the sanctions imposed as a result of the annexation of Crimea, Russian companies want to sue.

At the same time, although the new law will strengthen Russia’s position from a propaganda point of view, it will not cancel numerous international documents that have Russia’s signature and which recognize Crimea as belonging to Ukraine, the publication summarizes.
