“This is necessary, and not in order to prove what has already been proven, or to somehow downplay the role of the referendum on March 16, 2014 - no. This is necessary, first of all, to stop speculation altogether, including in the international arena, that Crimea was Ukrainian.

If we admit that Khrushchev’s decisions were political, voluntaristic, illegal (and this is indeed the case, they contradicted the Constitution, they even contradicted international law, and Ukraine was a member of the UN at that time), then, accordingly, with this decision we mean that with From 1991 to 2014, Crimea was actually annexed by Ukraine.

Since the Constitution of the Russian Federation enshrines the legal succession of the USSR, the current parliament has the right to cancel the decree of the Presidium of the Supreme Soviet of the USSR. At the same time, the expert agreed that such a law, if adopted, would create a precedent for the cancellation of other decisions of the Soviet leadership.

“Yes, indeed, this is a “Pandora’s box”, a precedent that, in general, frightens many, including our allies in the CIS. But there, after all, it’s a different story. That is, when we talk about the establishment of the Soviet Union, these were interstate agreements.

In this case, there were already established republics, and without the request of the Supreme Council of the RSFSR, without any referendum, everything was carried out in violation of its own Constitution,” the political scientist pointed out.

“Although with regard to the Baltic states, I think it would be possible to threaten them, judging by their recent behavior,” Skorikov added.
