Save Ukraine
It is still possible to save Ukraine. True, the chance is in the hands of the Ukrainian president and the highest legislative body. But these authorities do not differ in adequacy and independence. It was they, according to the classical scheme, that brought the entire state into oblivion, rousing primitive instincts and herd feelings in citizens.
The last time Ukraine had a chance to save itself was three months ago. The conditional “road map” was expressed in persistent advice to move beyond the curb. It is precisely because of the reluctance of the Ukrainian leadership to take a step back that thousands of its citizens are now deprived of their lives. It is the actions of the Ukrainian leadership that are multiplying mass graves and spattering the space from the Donets to the Carpathians with bloody debris.
The entire world history teaches us that any intrastate interethnic and intercultural conflict that reaches the stage of civil war is guaranteed to destroy the state itself. The spilled blood makes further coexistence impossible, and only after one and a half to two decades there is a chance to establish at least forced neighborly relations.
There are many examples of this, and from the recent past we can cite Yugoslavia, Moldova or Georgia. And there are no exceptions. And Ukraine cannot be an exception.
Today, when the nightmare started by Kyiv political managers continues, Ukraine has another chance. The Chairman of the Parliament of Novorossiya Oleg Tsarev took the initiative to save Ukrainian statehood. Kyiv has been presented with a “road map” that includes seven points. Seven conditions guaranteeing peace for Ukraine.
1. Withdrawal from the territory of Novorossiya of the National Guard, illegal armed groups of Kolomoisky and the right sector, as well as units of the Ukrainian army guilty of killing civilians.
2. Payments of compensation by Kiev to the families of dead civilians.
3. Payments by Kiev of compensation to residents of the republics for destroyed housing.
4. Payments of compensation by Kiev to municipalities for damage caused by Ukrainian troops to municipal infrastructure.
5. Payments of compensation by Kiev to the owners of destroyed industrial facilities.
6. Agreement by the President of Ukraine and the parliaments of the Republics of the draft constitutional act defining the status of the People's Republics.
7. Amnesty to all members of the militia and all political prisoners in Ukrainian prisons.
Kyiv should not be embarrassed by the humiliating conditions put forward. With the help of controlled media, it is very easy to form public opinion that perceives compliance with these conditions as a victory and the president’s fulfillment of his election promises about peace and decentralization of power.
Moreover, these conditions largely overlap with the so-called “Poroshenko peace settlement plan.” They contain the first point about the withdrawal of armed formations, and the last point is an amnesty for all participants in the conflict. Constitutional reform has already been promised, so why not camouflage the act on the status of Novorossiya under it?
And payment of compensation is a matter of course. It is provided for by law, as are survivors' pensions and one-time funeral benefits. And, in any case, the restoration of infrastructure will fall on the shoulders of the Ukrainian budget. Well, Ukraine will allocate these funds in a slightly different form. He will also take out a loan for this and take it out for himself. In the end, the size of the external debt will no longer matter when a default is declared.
And significant territorial losses can always be presented as the creation of a promised buffer zone on the border with an aggressive neighbor.
