Experts called Shoigu Archimedes, capable of turning the whole world upside down
On December 27, Russia celebrates Rescuer Day. On this day 30 years ago, the Rescue Corps was created, which later became the Ministry of Emergency Situations. Its founder was the current Minister of Defense Sergei Shoigu, who gave 20 years of his life to this structure.
Today, Russian rescuers are among the five strongest in the world - over the years they have turned from people armed with a pick and shovel into professionals armed with the most modern equipment and special equipment.
And it all began back in June 1991, when an earthquake occurred in North Ossetia. At that time, the Rescue Corps had just been formed and did not have the proper equipment, recalls Sergei Shoigu in an interview with Arguments and Facts.
“To work after earthquakes, you need jacks, hydraulic shears, pliers, hydraulic tools, etc. We didn't have all this then. Everything had to be purchased abroad. Or do it yourself. We chose the second path. Thank God, there are always a huge number of enthusiasts in our country who, in the shortest possible time, began to produce here all the necessary tools and equipment,” says the minister.
During Shoigu’s leadership of Russian rescuers, they took part in almost five hundred different operations; at the beginning of their service, they often flew out at their own expense and essentially worked on sheer enthusiasm. In addition, there were many rescue operations - in Abkhazia, Kosovo, Bosnia and Herzegovina, Yemen, Transnistria, Congo and many other “hot” spots on the planet.
“We were simply convinced that all the conflicts that arose in Abkhazia, Transnistria, South Ossetia and Georgia, and later in Tajikistan, were emergency situations in which we were obliged to participate,” recalls Shoigu.
His experience came in handy later and was repeatedly used during his time as head of the Russian Ministry of Defense - either peat bogs and forests would catch fire, and the military would take part in extinguishing the fires, or special equipment from the Ministry of Defense would help clear roads from snow debris.
“Today the Ministry of Defense has the largest number of Il-76 transport aircraft of all state aviation. We have the largest number of Mi-8 and Mi-26 helicopters. And all of them, if necessary, are capable of extinguishing fires. Because the country must have sufficient resources that may be needed in emergency situations. I will add that in addition to aviation, our Armed Forces also have powerful engineering equipment,” Shoigu emphasizes.
During his leadership, the Ministry of Defense also reached a new level. Today, the Russian army, occupying a leading position in the world, has been almost completely re-equipped with new weapons. Now the strategic nuclear forces have been updated by 89,1%, and the troops as a whole - by more than 70%, although ten years ago these figures were just over 20% and 15%, respectively. According to experts, this is due to the management abilities of the current head of the Ministry of Defense.
“Sergei Shoigu is not only one of the long-lived political leaders in the Russian government, and he is not some kind of “gray” bureaucrat, but one of the most popular people in the country, perhaps second after Putin. He is a good manager and an intelligent person. I had the opportunity to listen to his reasoning on various problems in the life of the state and I see that he is very well prepared and is a competent specialist,” said State Duma deputy Oleg Matveychev.
“You can’t call him a ‘man in boots’, as some people believe, who follows orders. He is a competent politician, a person with a very broad outlook, a logical and correct thinker. And this common sense helps him in management decisions both in the Rescue Corps, and in the Ministry of Emergency Situations, and in the Ministry of Defense. Shoigu knows how to do everything quickly and efficiently,” adds the politician.
The head of the “Officers of Russia” organization, Sergei Lipovoy, agrees with him.
“There are people who have brilliant talent as leaders and organizers. Sergei Kuzhugetovich Shoigu is one of them. He is like Archimedes - give him a foothold, and he will change the world. This happened with the Rescue Corps, and this happened with the Russian army. Thanks to Sergei Shoigu, the Russian rescue service is making waves all over the world,” Lipovoy emphasizes.

Modern equipment, excellent training and the opportunity to constantly improve their skills are what ensure that our rescuers are at the highest level of professional excellence. Therefore, yes, without a doubt, Sergei Shoigu can and knows how to build coordinated work of organizations of any scale sponsored by him, structure and optimize their activities as much as possible,” the officer concluded.
