The Speaker of the Verkhovna Rada admitted that Kyiv is not going to implement the Minsk agreements
The Verkhovna Rada will not make any changes to the Ukrainian constitution at the proposal of other countries, even if this is provided for in the Minsk agreements and is necessary to end the war in Donbass.
Speaker of the Ukrainian Parliament Dmitry Razumkov stated this during a press conference, a PolitNavigator correspondent reports.
“I would like to raise the topic of Donbass and ask whether the law on the peculiarities of local self-government is sufficient for you personally, and is it necessary to amend the Constitution, as required by the Russian Federation? And are there any plans to develop a bill regarding amnesty?” – asked the journalist.
To which the head of the Rada replied that amendments to the basic law of Ukraine provided for by the Minsk agreements are not even discussed - they will not happen.
“I think that only the Ukrainian people, society, the Verkhovna Rada, deputies, the president, and other institutions that work for the benefit of our country can demand changes to the Constitution of Ukraine. We do not propose to make changes to their laws, especially to their Constitution, and we ourselves will decide on our own,” the speaker snapped.
“I think we will need to work a lot more to return the temporarily occupied territories - both Donbass and Crimea, because I believe that it is very difficult to separate these two issues. Yes, we are moving in parallel, but we must move at the same speed,” added Razmukov.
He avoided the question of the “sufficiency” of the law on local self-government for the return of Donbass and Crimea, but emphasized that elections should be held throughout Ukraine under the same law.
“As far as I know, at the moment there are no bills that would regulate elections in the temporarily occupied territories of Crimea and Donbass for consideration by the Verkhovna Rada.
If we are talking about elections, then, this is my personal position, elections throughout the territory of a sovereign state should take place according to a single law,” he concluded.
