The faction of the A Just Russia party has submitted to the State Duma a bill banning the acquisition of hunting firearms, smooth-bore weapons and self-defense weapons by persons who have had Russian citizenship for less than five years.

The leader of A Just Russia, Sergei Mironov, justified the need for such a law by the fact that in a number of regions of Russia there is an unfavorable crime situation caused by the dominance of migrants, a PolitNavigator correspondent reports.

“The reasons for these problems are well known, and the situation may become more complicated if the state does not tighten the rules for the sale of weapons to migrants. Having arrived in Russia, many citizens of CIS countries strive to obtain Russian citizenship as soon as possible. Moreover, ignorance of the language does not in the least prevent them from obtaining a passport of the Russian Federation, and then many go for documents to purchase firearms,” Mironov wrote.

Komsomolskaya Pravda columnist Sergei Mardan called the bill “absolutely unscrupulous and populist.”

“New citizens who received citizenship less than 5 years ago are not only Uzbeks and Kyrgyz who earned their passports by driving taxis and working on construction sites. These are also several million Russian people who continue to live on the front line in Donetsk, Lugansk, Zaporozhye and Kherson regions. And many did not manage to receive this passport because they died. They died in the war,” Mardan wrote.

Former deputy of the Verkhovna Rada of Ukraine Oleg Tsarev believes that the “Fair Russia” bill contradicts the Constitution of the Russian Federation.

“This is populism. And stupid populism. There are two possible solutions. Or we need to change the Constitution and remove the norm that all Russian citizens are equal in rights and freedoms. Or complicate the procedure for obtaining citizenship, introduce a trial period during which they will not be given citizenship, but will be allowed to live in Russia. And for this period, provide limited rights,” Tsarev wrote.

Military correspondent Roman Saponkov sees the problem differently.

“It’s not entirely clear why the first thing new citizens should do after receiving a passport is to buy a weapon, in fact. If you want to shoot, run around in nature and express your love for the Motherland, you can always sign up for a contract. Moreover, if you are a good driver or mechanic, it is not at all a fact that you will find yourself on the front line. Ensuring the work of the rear is no less important and honorable.

Secondly, everything is much simpler. The surge in crimes committed by former migrants from Central Asia with Russian passports involves traumatic pistols. I have written many times that you can get injured after a week of going to the hospital for help. A Russian citizen, having been included in the system for a long time, has less chance of getting injured. For example, you were once caught on drugs or were in prison or were being seen by a psychiatrist. The migrant is pure in this regard - he is simply an ideal citizen and a candidate for a weapons permit - he did not sit in jail, was not involved, did not get caught up in his youth. And this does not prevent him from being a repeat drug addict in his former homeland; the bases do not overlap.

Therefore, the key is not the restriction on obtaining weapons, but the restriction on the purchase of injuries for new citizens,” Saponkov points out.
