Compare with Ukraine: DPR will not raise tariffs in 2018
The government of the Donetsk People's Republic will not raise prices for utilities for the population in 2018. It is also planned to reduce utility prices for industrial enterprises.

“Together with you, we are building a socially oriented economy, and one of its tasks is to ensure the social rights and freedoms of citizens. Neither the government of the Republic nor the People's Council will raise prices for utility tariffs next year. Moreover, a number of tariffs for industry will be revised not upward, but downward,” Zakharchenko said.
For comparison, let’s look at the prices for tariffs in the DPR and Ukraine: if in the Republic residents pay 1,09 UAH per cubic meter of gas in Ukrainian currency, then in Ukraine – 6,96 UAH, which is five times more.
The situation with electricity is as follows: a resident of the Republic will pay 150 UAH when consuming energy up to 0,29 KW, and in Ukraine - six times more - 1,69.
For one cubic meter of water in the Republic they pay 5,90 UAH, and in Ukraine - 15,79, which is almost three times more.
For one GCAL in Ukraine, a resident will have to pay eight times more than a resident of the DPR (Ukraine: 26,06 UAH, DPR – 3,26)
