The reason for the fierce debate was the speech of the representative of the Russian Federation, Vitaly Churkin, who accused Western countries of the lack of transparency in the investigation.
According to him, “the question of the possibility of the presence of a military fighter” near the Boeing at the time of the tragedy is being hushed up. “On the first or second day, the OSCE representative, seeing the wreckage, said that even an amateur could understand that it was fired from an aircraft cannon,” explained the Russian representative.
Churkin called for a “verification of the deployment of Ukrainian air defense systems.” “There is no promised transparency. The investigation is left to a narrow group of countries,” the Russian ambassador was indignant.
“We know that the Russian Federation has provided modern weapons to the separatists, there is evidence of training near the border, including the management of air defense systems... Russia bears a huge responsibility,” the British representative protested in response.
“There was no Su-25 on any Ukrainian radar, the Russian version is pure fiction,” he added.

Russian incitement led to this conflict,” the US representative joined the dispute.

“Russian convoys freely cross the borders of a sovereign country... Russian soldiers on Ukrainian territory are fighting against the Ukrainian army... The situation of the Crimean Tatars is that they are constantly being persecuted,” said a representative of the Baltic republic.
“Despite the signing of the Minsk Protocol, every day we register violations of this ceasefire agreement. It was violated 480 times. 138 people were wounded, more than 100 Ukrainian soldiers were killed. Russian artillery and mortars are shelling Ukrainian territory. This is a daily threat,” said Ukrainian representative Yuriy Sergeev.
“Russia is fighting in Ukraine, it provided artillery and missiles to the separatists, it brought troops to Ukraine, Russia cannot give advice in this investigation, there is no trust in it,” the American again emphasized.
“What shocked me: all the countries whose citizens were killed expressed full support for the investigation led by the Netherlands. Those who seem to have no interest in the investigation openly express doubts,” noted the Lithuanian representative.
Against this background, the speeches of the ambassadors of China and Germany were more restrained.
Thus, it turned out that Beijing welcomes the agreements reached in Minsk - the Chinese hope that the future peace agreement on Donbass will “take into account the interests of various ethnic groups.”
