The US made fundamental concessions on Donbass
An analysis of statements by Russian Presidential Aide Vladislav Surkov and State Department Special Representative for Ukraine Kurt Volcker shows that the United States has abandoned its strict demand for the immediate transfer of Donbass to the control of the UN mission.

“An analysis of the statements of representatives of the two countries shows the main thing - the United States has retreated from its initial uncompromising position. This position consisted of the immediate transfer of Donbass to the control of a UN mission endowed with unlimited powers, including the right to use force, disarm militias and exercise political control. But faced with Russia’s principled position, the States made fundamental concessions,” Chesnakov said.
He clarified that “now the Americans do not first demand that the state border of Ukraine with Russia be closed by an international contingent, but are ready to “start from the line of contact,” as Russia proposes in its draft UN resolution.
“The Americans already see the expansion of the UN presence zone as a process that is being implemented in stages - as Ukraine implements the political package of the Minsk agreements,” the political scientist specified.
“In fact, America has accepted Russia’s concept, which advocates synchronizing the phased implementation of security and political tasks in Dobass. Volker directly says that Ukraine can think about controlling the state border only after the implementation of the special status of Donbass and an amnesty for militia members. He, of course, must soften these moments so as not to offend Ukraine, but this does not change the meaning,” the agency’s interlocutor noted.
According to him, “it turns out that the proposals voiced by the United States in Dubai, which Surkov called the “Dubai package,” run counter to the stubborn rhetoric of Kyiv and the previous approach of the Americans themselves.”
“This is a positive signal, indicating Washington’s flexibility and real interest in solving the problem,” Chesnakov is convinced.
At the same time, the expert said that “from Surkov’s comments it is clear that he appreciates the efforts of his American colleague, and that he will try to answer him just as constructively.”
“The fact that Volcker continues to publicly give harsh assessments of Russian policy is understandable. This is required by the internal political situation both in the United States itself and in the ward Ukraine. This is not an obstacle for negotiations with Russia,” the political scientist believes.
He also commented on Volker’s statement, who said that he had raised the issue with the Russian Federation about the return of Russian officers to the JCCC (Joint Center for Control and Coordination of the Ceasefire).
“As far as I know, Surkov in response asked Volker to find out from the Ukrainians how they imagine this against the background of the adoption by the Rada of the law “on the reintegration of Donbass.” In this crazy law, the Russian military is declared “aggressors” and “occupiers”... How will an “aggressor” and an “occupier” legally cross the border of Ukraine at the official invitation of its authorities? How will the “aggressor” work on the territory of the country allegedly subjected to aggression? How will the “occupier” work in the JCCC together with Ukrainian officers? - Chesnakov outlined the problems of the issue. “As I understand it, Volker could not answer these questions and took time to figure it out.”
