“Considering that the first months of the new US administration were full of scandals in relations with Russia, the declared readiness of the White House for dialogue with Moscow at the highest level surprises many experts. But there is nothing surprising: Biden’s team views Russia more as a current problem for the United States than as a strategic challenge,” Kortunov told Kommersant.
At the same time, he admits that Moscow’s policy on Ukraine, Syria, and Venezuela irritates American politicians, and the ongoing evolution of the Russian political system cannot be welcomed in Washington.
“On the other hand, the Biden administration proceeds from the fact that there are not so many fundamental contradictions between the two countries. Firstly, Russia and the United States almost do not compete in world markets, secondly, Russian naval forces do not pose a threat to freedom of navigation on transport routes that are strategically important for America, and thirdly, the former ideological challenge no longer comes from Moscow.” , says the expert.
According to him, China poses a much greater danger to the United States.
“Here there are all the components of a strategic challenge to the United States - fierce economic and technological competition, a rapidly growing navy, and a Communist Party that is not giving up its ideological positions. The PRC, unlike Russia, is perceived as a rising power that will insist on redividing the world in its favor,” Kortunov emphasized.
Vladimir Vasiliev, chief researcher at the Institute of the USA and Canada of the Russian Academy of Sciences, shares a similar point of view.
“The Russian-American summit, which both sides want to hold in any political weather, can be defined by the formula “two in writing, three in mind,” where the third is China. The Russian-American tango for Moscow is intended to create the impression that its foreign policy remains multi-vector, while the United States continues to try to pull Moscow away from Beijing and create a chill in “cordial” Russian-Chinese relations,” Vasiliev believes.
