The United States decided to treat Donbass as a separate problem from Crimea
The United States views negotiations on Donbass as a separate problem and does not connect them with the conflict over the status of Crimea. State Department Special Representative Kurt Volker stated this at a briefing in Washington.

“If we have a chance to make progress in one of the areas of conflict - Eastern Ukraine - and that's what the Minsk agreements are intended to do - then we must make progress. Let's not hold back because of Crimea, but this also does not change our approach to Crimea. We do not accept occupation and annexation,” he said.
Volker also said that the West distinguishes between sanctions imposed against Russia for reunification with Crimea and those imposed after the start of the conflict in Donbass.
“There are sanctions that are related to Russia’s declared annexation of Crimea, and there are also sanctions that are related to the failure to comply with the Minsk agreements. There are also sanctions in place for other reasons, like Magnitsky, for example. When we talk about easing sanctions, we are talking about those sanctions that were put into effect as a result of the conflict in eastern Ukraine and the failure to implement the Minsk agreements. And if they are fully implemented... After that, the imposed sanctions will be able to be lifted. And this is the agreed position of both the US and the EU,” Volcker said.
