American edition Fiscal Times acknowledges the complete U.S. turnaround in Ukraine strategy. Fiscal Times columnist Patrick Smith, in the article “What Would Obama's New Pivot on Russia Mean,” writes that in less than a week, President Obama has made a 180-degree turn in his strategy on Syria. He considers Kerry to be the main core of this turnaround, and notes that this change in political course has been prepared for a long time.

The columnist returns to the seven-hour conversation in Sochi in May of this year between Lavrov and Kerry. Citing his own source in Moscow, he says many people think the conversation was entirely about Ukraine. Not at all: 80% of the conversation was devoted to the Islamic State, 10% to Iran and 10% to Ukraine. They returned to the issue of Ukraine only after reaching an agreement in the main discussions.
