Negotiations between US Special Representative Kurt Volker and Russian Presidential Aide Vladislav Surkov in Dubai indicate that the Americans have made concessions on the issue of the UN peacekeeping mission in Donbass. Now the main issue is the scandalous law “on reintegration”, which was adopted the day before by the Verkhovna Rada, which contradicts the Minsk agreements.

The famous military correspondent Alexander Kots told PolitNavigator about this.

“Let me remind you that earlier we were talking not about the UN mission, but about the armed mission of peacekeepers. That is, this is the “Kosovo option”, when the entire territory not controlled by Kyiv is given under the protection of armed international mixed forces. In essence, these are military contingents of other countries that control both the authorities and, most importantly, the borders. At the same time, Russia, of course, strongly opposed this option. We only talked about the armed guards of the OSCE mixed monitoring mission, but now, apparently, some emphasis has shifted, and we are already talking about the UN mission. Judging by what Surkov says that the current American proposals are already in a constructive form that can be worked with, apparently, the United States has softened its position,” the military correspondent said.

In his opinion, now the main disagreements between the parties concern the attitude towards the law “on the reintegration” of Donbass adopted by the Verkhovna Rada.

“I think that Surkov did not talk about the main thing in his commentary. Still, there was a lot of talk about the so-called “reintegration” law, because, in essence, it puts an end to the Minsk agreements. That is, it not only goes against them, but also directly contradicts them.

For example, one of the paragraphs talks about the establishment of 19 criminal articles under which they can be judged for cooperation with the “occupation authorities,” although according to the Minsk agreements, Kiev must accept an amnesty for all participants in the conflict, regardless of whether they collaborated with the “occupation authorities.” authorities" or not. I think the main heated debates were around this point, although the fact that at least some progress has been made in the UN mission is already some kind of achievement,” says Kots.
