“This building in which we are located (“Ukrainian House”) was consecrated with the blood of two Maidans. During the first one, they provided assistance to those who were sick, there were frosts, and frostbitten people lay on this stage. During the second, there were more serious injuries to those who fought, first of all, against corruption. This was one of the main reasons for the Maidan.

There have been no such events in other countries, and there is no such corruption as in Ukraine. This is a Ukrainian phenomenon.

People outside Ukraine are asking about this. A week ago I was in Washington, meeting with very famous people. I was ashamed to look them in the eye, because they say: “We have not given anyone in history as much help in the fight against corruption as Ukraine. Why can't you resolve this issue? Why did you have two Maidans, people died, and those who cannot change anything still come to power? When these high-ranking officials come to us, we ask – why corruption, what is the reason? They tell us – don’t let them give it, there will be no corruption.”

In Ukraine, 36 thousand officials are responsible for the fight against corruption. Those to whom we pay salaries are people in the relevant departments of the prosecutor’s office, the Security Service of Ukraine, the Ministry of Internal Affairs, and the Cabinet of Ministers. Every ministry and department has anti-corruption units.

The Americans say: “You have 36 thousand for 42 million people, we have 35 thousand for half a billion. If adjusted, then you only need to have 2 thousand fighters against corruption for its level to be the same as in the United States. You say there isn’t enough, you need more. An Anti-Corruption Bureau and an Anti-Corruption Agency were created. The Americans financed these projects.

They ask: when will the Anti-Corruption Bureau, which was created in April, start working? The official answer is in 2017. Why? We need to create a special unit at the prosecutor’s office, we need special investigators, send them to training in the USA for six months, they will come back...

Okay, guide me. It’s impossible, because they still need to be selected, for this it is necessary to develop regulations on recruitment, then hold a competition, select them. The anti-corruption bureau will start operating in 2017,” the deputy recounted his conversations in the United States.
