“The non-participation of the United States in the Normandy negotiations was considered a great diplomatic victory for Russia, which managed to develop an international mechanism for a Ukrainian settlement without the participation of the United States. However, the decision on American non-participation cannot be considered final, and this topic may become one of the items on the agenda of the Nuland negotiations in Moscow,” said Andrei Kortunov, Director General of the Russian International Affairs Council.
