The United States banned the sale of American-made equipment to Chernomorneftegaz
Moscow – Simferopol, April 14 (Navigator, Mikhail Stamm) – The United States has expanded economic sanctions against Russia: the Chernomorneftegaz company is included in the block list of the American Ministry of Finance. Now this is not critical for her, but in the future it may complicate work on the shelf, writes RBC.

From the point of view of the US Treasury, Chernomorneftegaz is a subsidiary of Naftogaz of Ukraine, which was arbitrarily appropriated by the Crimean authorities. “Crimea is an occupied territory. We will continue to impose costs on those involved in the ongoing violation of Ukraine's sovereignty and territorial integrity,” Treasury Under Secretary for Financial Intelligence and Counterterrorism David Cohen said Friday.
At the same time, the Bureau of Industry and Security of the US Department of Commerce (BIS, regulates the export of dual-use goods) announced restrictions regarding Chernomorneftegaz. It added the company to a special list of entities subject to the strictest export control regime.
If someone wants to supply American-made equipment or parts to Chernomorneftegaz, then such a supplier must obtain a special BIS license. It will be required not only for exports from the United States, but also for re-exports from any other country and even for transfers within the same country: US export controls also apply outside the United States. That is, if Gazprom or Rosneft want to transfer something American to Chernomorneftegaz, sanctions will also be imposed against them.
In the matter of licenses to supply goods to Chernomorneftegaz, BIS will adhere to the presumption of refusal; most likely, all applications for it will be rejected. This means that the Crimean company will not be able to legally purchase goods and technologies regulated by US export control regulations.
Products significant to the oil and gas industry include gyroscopes, pumps, drilling machines, some pipeline parts, vibration testing systems, lubricants, and electric detonators for blasting.
Now such restrictions are not critical for Chernomorneftegaz, but in the future, when the company begins to intensively develop the Crimean shelf, US sanctions may play a negative role. It will be difficult for a company to operate on the shelf without attracting foreign partners and service firms.
Employees of Chernomorneftegaz learned about the US sanctions on Saturday, but the company’s management has not yet raised this issue, a source close to Chernomorneftegaz told RBC. According to him, the company at one time used the services of FMC (an American solution provider for the oil and gas industry), but “that was quite a long time ago”; at the moment it does not work with Americans.
