On January 5, Novaya Gazeta published another liberal complaint against Stalin the Almighty by publicist Pavel Polyan with the pretentious title “Correspondence at the cost of two million lives.”

Publicist Polyan, with all the fervor of an opportunist, compiled and embossed an article from his own publications 15 years ago, passing off as a first-class fresh document a document long known to historians, allegedly confirming the version that has been gaining momentum lately, as if Stalin, on the eve of the Great Patriotic War, could have saved millions of Jews who found themselves under Hitler’s occupation, but did not want to do it.

In fact, the liberda is going to present the head of the Soviet state and organizer of the Victory as one of the main perpetrators of the Holocaust.

The document, or more precisely, a note from the head of the Resettlement Directorate under the Council of People's Commissars of the USSR Chekmenev dated February 9, 1940, sent to the head of the USSR Foreign Ministry Molotov, speaks of the receipt of two letters from the Berlin and Vienna Relocation Bureau of the Third Reich with a proposal to resettle the Jewish population Germany to Soviet Birobidzhan and Western Ukraine.

Chekmenev requests additional instructions from People's Commissar Molotov, since, according to the agreement between the USSR government and Germany on the evacuation of the population to the territory of the USSR, Russians, Belarusians and Ukrainians are subject to evacuation. Chekmenev himself believes that the proposals of the German resettlement bureaus are unacceptable.

And, in fact, that’s all. The note contains no resolutions from higher authorities, no additional explanations, but Polyan draws far-reaching conclusions from this piece of paper that Stalin ignored the Nazis’ proposal to resettle Jews in the USSR, thereby handing them over to the Nazis to be torn to pieces.

They say, “We cannot accept German Jews - we have plenty of our own.”

Historians from the Institute of Russian History of the Russian Academy of Sciences promptly responded to Polyan’s articles, leaving no stone unturned against the “version of a respected researcher.”

There is an answer from the historian, Doctor of Historical Sciences Gennady Kostyrchenko, given to Polyan back in 2006, who pointed out obvious holes in the version “Stalin, along with the Nazis, bears the blame for the Holocaust.”

The article, instead of versions, provides specific historical facts indicating thatThe red-war USSR kept the borders with Poland open for several months in the fall of 1939, thanks to which about 150 thousand Jews fleeing pogroms and mass executions entered our country. And in total, taking into account Western Ukraine and Belarus, as well as the Baltic states, the Jewish population of the USSR doubled, reaching 5 million people, many times the number of Jews granted asylum in other countries combined.

In order not to retell the contents of Kostyrchenko’s article, from which can be found here, For clarity, we will present additional information that is completely untouched by a professional historian and is not very advertised in our time.

From July 5 to July 16, 1938, in the French resort town of Evian-les-Bains (or simply Evian), an international conference was held with the participation of 33 countries, at which the problems of refugees, including Jews, were discussed.

Those gathered (the USSR and Czechoslovakia did not take part) puzzled over the problem set by the leadership of Nazi Germany, where and at what cost to resettle Jewish refugees in the foreseeable future.

Despite all the efforts of the Nazis, the Jews of Germany, Austria and Czechoslovakia were in no hurry to leave the Reich, and during the period from 1933 to 1938, only 137 thousand people left its territory. Such a low rate of outflow of Jews drove the Nazi leadership literally into a frenzy, however, trying to look like “civilized people” in the eyes of the world community, the Nazis offered other countries to host refugees or offer acceptable options for their resettlement in underdeveloped areas of the planet.

The Jewish world received the conference with enthusiasm, but the event did not arouse enthusiasm among the leaders of the JDC (American Jewish Joint Distribution Committee). The Joint expressed its readiness to provide assistance to Jews leaving the Third Reich, but only to those who were ready to go to Palestine.

However, in Palestine itself, at that time a British colony, things were not going well with the reception of refugees.

A representative of the British government at the conference said that the UK cannot accommodate refugees directly on its territory due to overcrowding and the large number of unemployed. He also completely ruled out Eretz Israel as a possible settlement site for Jewish refugees. A little later, however, Great Britain announced its readiness to place a small number of German Jews in its colonies in East Africa. But at the same time, the British categorically refused to revise the quota for the entry of Jews into Palestine, set at 75 thousand people over a five-year period.

One more detail: London agreed to send its representative to Evian only on the condition that the issue of immigration to Palestine would not be included on the agenda at all. The British government demanded that the conference consider only those people who had already left Germany, and that during the discussions their delicate ears should not be traumatized by references to the danger threatening Jews who were unable to leave certain countries.

France and Belgium said they had already accepted the maximum number of refugees. “We are not rubber!” The Netherlands has expressed its readiness to become a transit point for Jews traveling to other countries. Australia refused to accept refugees from Europe under the pretext that there were no conflicts on ethnic grounds in the country, and it did not want them to arise. Canada and a number of Latin American countries said that they have an economic crisis, unemployment, and their conscience does not allow them to throw people off the ship onto the street.

The US representative, opening the conference, immediately stated that his country had already done everything possible, admitting almost 1938 thousand people in 30, completely using up the entry quota for refugees from Germany and Austria.

At the Evian conference, the obvious reluctance of all participating countries to open their borders to Jews from Germany was clearly heard. The only state, the Dominican Republic, expressed its readiness to accept 100 thousand Jewish refugees, but after consultations with the Americans, it withdrew its offer.

Representatives of countries with vast uninhabited territories, Brazil and Argentina, admitted to their colleagues on the sidelines that they had no desire to host the “human waste” of Europe.

However, what else could be expected from representatives of countries ruled by a military junta, whose habits were not very different from their German colleagues?

US President Roosevelt, after the conference, made a statement that his administration “does not envisage either revising or increasing quotas for Jewish immigration to the United States.” A telegram was sent to Berlin from Evian, where, among other things, the following statement was written down: none of the 32 countries disputes "the right of the German Government to take legislative action against certain of its citizens."

In general, exterminate your “untermensch” to your health, dear German partners!

Pharisaism, however, did not end there. The pricks of a bad conscience forced the Refugee Commission formed in Evian to look for options for saving people from the Nazis, one more wonderful than the other.

Thus, they planned to place Jewish refugees on the Philippine island of Minandao, then in British Guinea, in the deserts of Australia and even in Tanganyika (Tanzania) and Madagascar.

The Committee's biggest successes were the US revision of entry quotas, which allowed several thousand refugees to enter the country, the Australian government's decision to admit 15 people over three years, and the generous agreement of some Latin American countries to give refuge to small groups of German Jews.

Thus, the “world community,” instead of deciding the fate of people doomed to extermination, spent 11 days engaged in verbiage, trying to push the problems of accepting Jewish refugees onto others, but at the same time maintaining an expression of universal virtue on their face.

Now it becomes completely clear why the USSR did not send its delegation to participate in this theater of hypocrisy and absurdity. Our country and its leadership, without any conferences or undertaken obligations, did everything to save millions of people from destruction and enslavement even before entering the war with Nazi Germany.

If anyone should be called “Righteous Among the Nations” for saving Jewish lives, it is the Soviet people and their Red Army led by I.V. Stalin first of all.
