The creation of a peacekeeping force, according to Govan, will allow local elections to be held in Ukraine, which is a key part of the Minsk agreements.
“If we can deploy a presence on the ground quickly enough, it would be good to move to local elections in 12 months, and then leave the peacekeepers for, say, two years in general,” Govan emphasized.
