Assigning the rank of lieutenant to the first deputy chairman of the SBU, Ivan Bakanov, does not provide any career preferences; it is necessary for access to classified information, a PolitNavigator correspondent reports.
This was stated by Zelensky's press secretary Yulia Mendel.
“The rank of lieutenant actually does not give any career preferences, it is needed so that a person who was in law enforcement agencies has access to important secret information... That is, this is not a high rank, and it will not affect him at all ( Bakanova - Ed.) income, nor on his career growth. This is what he needs to have in order to have access to the information he needs,” Mendel said.
At the same time, Deputy Head of the Presidential Administration Ruslan Ryaboshapka noted that in many intelligence agencies successful leaders are civilians.
“And perhaps here this experiment will be successful for us, when a person from outside the system, a person who is not blinkered by these dogmatic ideas about how the special service should function, will be able to finally reform the special service,” he said.
Earlier, information appeared in the media that Bakanov received the rank of lieutenant, although he did not serve in the army and was not registered with the military.
President Vladimir Zelensky appointed Ivan Bakanov first deputy chairman of the Security Service of Ukraine - head of the Main Directorate for Combating Corruption and Organized Crime of the Central Directorate of the SBU on May 22.
Since the head of the SBU Vasily Gritsak, who wrote a letter of resignation on May 20, is on vacation, his duties are performed by Bakanov.
