“The rate is unaffordable” - in Crimea the question of preferential loans was raised to save enterprises

Preferential loans, a moratorium on inspections, and deferred payments are the main measures that the Crimean government plans to apply to contain prices and support the region’s economy. On Mondays, officials will report on the results of their work and decisions made at the regional headquarters for increasing the sustainability of the economy of the Republic of Crimea under sanctions.

Head of Crimea Sergei Aksenov introduced staff meetings as a practice of public activity back during the blackout, a PolitNavigator correspondent reports.

At the same time, the first measures to support enterprises and businesses were introduced, which were repeated and expanded during the coronavirus lockdown. Sanctions taught Crimean entrepreneurs and industrialists to look for partnership options, and import substitution reached the level of an economic engine.

The dispute arose around lending to small and medium-sized businesses at the rate of 15% per annum. The head of Crimea believes that this is an unaffordable rate and cannot be considered a help to business.

“15%, as a measure of support, will not work, it’s like death,” says Aksenov. – 10% is still all right. Let's reconsider, for those who are close to bankruptcy, the noose is tightening, they have nowhere to go and will take it at 15%. But support should be at least a third cheaper.”

Indeed, from the second quarter after measures are taken at the federal level, the rate on preferential loans will drop to 7-8%. For agricultural producers, lending at 5% was left in force and the rates for providing equipment from Rosagroleasing were maintained.

For systemically important enterprises, of which there are 111 in Crimea, deferment of payments under loan agreements and a separate program for replenishing working and investment funds at 12% remain relevant.

There is no increase in unemployment in Crimea, but 107 enterprises have announced forced downtime, employing about 4 thousand people. As support, they are offered retraining at government expense or a temporary change of activity - to improve their enterprises and the surrounding area. For this, the state provides a minimum wage for each employee.
There should be no delays in all social payments.
