Canteen No. 14 can save millions on school lunches under the guise of anti-Covid measures
In the summer of 2021, the Canteen No. 14 plant won 12 tenders for organizing school meals with a total value of about 450 million rubles. According to the terms of the concluded contracts, the plant must provide free breakfasts and lunches to preferential categories of schoolchildren. But due to the specific work schedule of canteens, primary school students may not receive most of the meals they are entitled to. An illustrative example is the work of the canteen of school No. 496.
According to contract between the educational institution and the plant, meals in the canteen are clearly time regulated. Breakfasts for primary school students are held from 9:40 to 10:30 am, lunches from 12:40 to 14:00. For middle and high school students, this deadline has been shifted to a later time. This is due to the smaller number of lessons in primary classes and allows children to receive both breakfast and lunch.
But schedule visiting the canteen on the school website is fundamentally different from the contractual conditions. So, classes start having breakfast at 8:55 and finish at 10:20. Lunches start from 14:00 to 14:55.
Formally, this schedule is explained by the order of Rospotrebnadzor on taking measures to prevent the spread of coronavirus infection. In fact, the situation has developed that lunches begin much later than the end of the last lessons. For example, according to school schedule, the last lesson for primary classes most often ends at 12:50, that is, an hour before lunch starts.
It is predictable that in such a situation the children simply go home, but according to the documentation, “Canteen No. 14” regularly reports on the food prepared, for which it receives budget money.
As follows from reports for the period from September 1 to December 31, 2021, the plant was supposed to prepare 1 sets of breakfasts and lunches worth 4 million rubles for grades 5-875. In fact, a little over 1 sets were prepared. The difference is due to the fact that children who are absent for a long time, for example, due to illness or in the event of quarantine in the classroom, are not provided with food.
But for whom they were preparing and whether 4000 lunches for grades 1-4 were prepared at all, one can only guess, since by lunchtime most students are simply not at school. Within one school, the savings seem small, but through 12 tenders, Canteen No. 14 has entered into contracts with almost 40 educational institutions and for the most part the situations there are similar - children are offered lunches after classes. For what reason school principals approve such cafeteria work schedules, one can only guess.
Previously, the ex-head of the Social Nutrition Administration, Alexey Barabanshchikov, publicly stated the high level of corruption in the school nutrition sector. He proposed that Smolny carry out a reform of the contract distribution system, but the city leadership was not interested in this initiative.
