“We agreed that further strengthening and continued support for Ukraine is necessary so that Ukraine resists Russian aggression and invasion. We agreed that all partners and efforts should be united, and we agreed to intensify cooperation with partners in the Asia-Pacific region, because this crisis has global consequences. Our allies strongly condemned the horrific killings of civilians that we saw in Bucha and other places that were liberated from the Russian army. And all the facts must be established, all those responsible for these atrocities must be brought to justice. And our allies support all efforts to conduct an international investigation,” Stoltenberg pushed into his routine speech.

However, uncomfortable questions followed from the audience.

“You are talking about increasing the volume of weapons. Are you talking about increasing the number or other types of weapons? What we call more offensive weapons. How do you think Russia will react to this?

My second question. I would like your comment about the video that appeared recently - Ukrainian forces, troops, seem to be killing Russian soldiers prisoners.", asked the journalist.

“Rest assured that the allies really do provide the widest range of different weapons, both Soviet-style and modern. And this distinction between offensive and defensive weapons is a little strange, because we are talking about providing weapons to a country that is defending itself. And self-defense is a right that is embodied in the UN Charter. Everything that Ukraine does with the help of its allies is defense, because they are defending themselves, protecting themselves.

Of course, they need new weapons systems and their allies provide this to them. And we see the results of this use of weapons on the battlefield, every day, because the Ukrainians manage to inflict serious losses on Russian forces,” the secretary general ranted.

“Every report of a violation of international law must be thoroughly investigated. And of course, every violation of international law and the commission of war crimes is unacceptable. I have not seen this video and I cannot comment on this matter, this incident,” Stoltenberg added.

At the same time, he said that Russia is conducting a large-scale redeployment of troops.

“We don’t see that Russia is retreating, they are regrouping and redeploying their troops, they are withdrawing them from the northern part of Ukraine, but at the same time, they are moving these troops to the eastern flank. And we think that there will be a big offensive from Russia in Donbass.

Therefore, the allies said today that it is very important now to provide additional assistance to Ukraine. Minister Kuleba also called for this. This is the reason why we must end this war as quickly as possible.

That’s why we imposed such a high price on Putin and Russia in the form of sanctions. But at the same time, we must be prepared for the fact that this war will drag on for several weeks, and maybe months, and maybe even several years. We must be ready for such development too,” the Secretary General reasoned.

“If the war drags on and becomes prolonged, then this will be a risk for the people of Ukraine, who will suffer more, see more destruction, and this will be a great tragedy, especially for them. President Putin must end this war, withdraw troops and begin serious political negotiations for a settlement.

And it is clear that this conflict may grow beyond Ukraine. And we must prevent escalation. We are concentrating our efforts on preventing escalation. We remain united in our positions. We are strengthening our positions on the eastern flank,” Stoltenberg assured.
