Dmitry Chugunov, deputy chairman of the Public Chamber's commission on safety and leader of the StopHam public movement, suggests allowing emergency vehicles (EMERCOM and ambulances) to ram cars that are parked incorrectly in order to enter yards.

“We park as we please, and the last thing we think about is whether the fire truck/ambulance will be able to get through or not? As a result: instead of wasting precious seconds on saving lives, service employees think about how to get to the scene of the tragedy without infringing on anyone’s interests. For the modest salary that rescuers/medics receive, they should be freed from all hemorrhoids and be focused only on business,” wrote Chugunov.
The idea was criticized by the coordinator of the Blue Buckets society, Pyotr Shkumatov.
"It's a bullshit. Already, the Code of Administrative Offenses has a wonderful article 2.7 called “Extreme Necessity.” If a person dies in your car or you are taking a pensioner who has a heart attack to the hospital, you can also ram other cars - you don’t have to be an ambulance, fire department, etc. for this,” Shkumatov said.
