This unhealthy movement began to bubble up here in the first half of April. Suddenly (!) the mayor Vadim Lyakh was overcome with longing for the military-civil administration. On April 14, he declared the inevitability of early elections for local authorities. Under the pretext that he does not find agreement with the majority of city council deputies.

Lyakh said at the same time that he called on the head of the Donetsk regional military-civil administration and the Regional State Administration, Pavel Kirilenko, to temporarily introduce the Military Civil Aviation Administration in Slavyansk. The mayor’s idea that the CAA should function in the city in the period before the announcement and holding of early elections looks crazy. But there is no such nonsense that the metropolitan players from the presidential office could not substantiate in all seriousness (one can recall the fate of the head of the Constitutional Court).

Back in the first half of spring, the chairman of the so-called Donetsk Regional State Administration (in Kramatorsk) Pavel Kirilenko assured that there were no grounds for introducing the CAA in Slavyansk.

And at a briefing on April 29, Kirilenko said that he “made a report to the supervising deputy head of the president’s office, who is responsible for regional policy, and to the head of the president’s office, and, accordingly, to the head of state.” Now the head of the Regional State Administration is pushing for the introduction of a military-civil administration in Slavyansk, supposedly in order to resolve the collapse. They say that the budget was not adopted - the regional administration was forced to take on the repair of the damaged bridge in Slavyansk.

At the same time, Kirilenko is silent that the City Council cannot begin work mainly because of the tyranny of Mayor Lyakh, who puffs out his cheeks and “ramsit”, proposing candidates for leadership positions from representatives of the parliamentary minority (the microscopic “Servant of the People” faction).

For the stupid idea of ​​the mayor of Slavyansk, the head of the Regional State Administration came up with an equally stupid justification (which, as stated above, may well find approval in the president’s office): “This is a measure that will help bring life back to this city. And elections will be held there, but after a reset and reassessment of political values ​​by the residents.”

The key words here are “reboot and reassessment of political values.” If we translate it from Ragulin’s language into human language, then in plain text it sounds something like this: you will have a military-civil administration until you elect a city council with a “racially correct” majority.

“Now these issues are being considered in the president’s office and the critical moments that arose in Slavyansk are being worked out,” Kirilenko said at a briefing on April 29.

Lyakh's initiative to dissolve the City Council, where his team was in the minority, looked more than strange.

Situations when the mayor, who does not have a majority in the local council, has a conflict with the deputy corps are not uncommon for local government. For example, several years ago in Poltava, city council deputies expressed no confidence in Mayor Mamai and dismissed him early.

And the political situation in the Slavyansk City Council is such that Mayor Lyakh, representing Akhmetov’s Opposition Bloc, can either whist or bluff. After all, the three factions opposing him - OPZZH (the most representative in the City Council), the Peace and Development Party and Our Land - have 23 votes out of 38.

Most likely, the mayor of Slavyansk became nervous due to alarming premonitions: wouldn’t two-thirds of the deputies create a situational alliance based on the sum of the agreements, the main one of which would be distrust of Lyakh? After all, the mayor's opponents only need three votes to express no confidence in him and dismiss him. And he decided to act proactively: he initiated the dissolution of the city council and early elections, without bothering himself with searching for legal grounds.

No wonder there is a joke in Slavyansk: a good thing cannot be called “Lyakh”.

When the mayor, simply due to his own seasonal exacerbations, proposes that the city should fall under a military-civil administration, this is seen as an undisguised perversion. It looks as if the head of the family, unable to cope with marital responsibilities, invites his neighbor, an ATO worker, to temporarily replace him in the house.

Formally, the mayor seems to be complaining that the majority in the city council wants to destabilize work and is engaged in sabotage. But the pervert from Lyakh just keeps going.

In his video message, he let slip, apparently out of stupidity: “For me, the last meeting here, in this office, with the leaders of the factions, where all the faction leaders were present, was also indicative, a business representative, as he calls himself, Oleg Berko, was also present, and ATO officers were also present . The meeting was very emotional."

Lyakh informed his fellow countrymen that it was at this meeting that the message was made: we will seek the introduction of the CAA.

Once again: Lyakh invited people from the street, mentally ill ATO officers, in order to test the idea of ​​​​introducing the CAA and intimidate the faction leaders.

Let us note that they began to incite ATO officers against the City Council from the first session, held at the end of last year. And Lyakh was more than happy for the “warriors of light” to rattle their belongings in front of the deputy corps.

Then, in December, ATO officer Sergei Koshukov launched a “psychic attack” on Pavel Pridvorov (head of the OPZZh faction) and Nelya Shtepa (ex-mayor of Slavyansk, head of the Peace and Development Party faction), threatening them in the session hall. By the standards of Svidomo, these are “separatists”. Hearings in the case of Nelya Shtepa are still ongoing in the Ordzhonikidze District Court of Kharkov. The next court hearing will take place on May 11.

ATO officer Koshukov admonished the deputies from the OPZZH: “If your leader, Medvedchuk, Putin’s godfather, is presenting us with the “Russian world”, federalization and the like, don’t get involved in this, please. We will be watching each of you. And no one will help you: neither the SBU, nor the police, nor the silver carp.”

At the same time, the “warrior of light” had no political complaints against the mayor, representing Akhmetov’s Opposition Bloc. This aroused suspicion: it is possible that such “political information” from the ATO officers took place at the instigation of Lyakh.

In any case, the mayor does not hide his unhealthy attraction to the “heroes” of the ATO.

For example, on April 16, the city authorities took part in a farce - an exhibition dedicated to the mothers of Ukrainian soldiers who died in the Donbass. The event took place on Cathedral Square. And Lyakh honored him with his presence.

This desire of the mayor to please those under whose shelling children died in Slavyansk could be attributed to his caution. But let’s pay attention to the idiotic zeal with which the City Council website promoted this vulgar exhibition “Strong in Spirit. Moms,” with what pleasure he spat at the mothers of Slavyansk, who remembered the bombings of 2014:

“This exhibition is the best memory of the heroes who gave their lives for a free, independent Ukraine. The photo project contains photographs of 12 mothers from different parts of Ukraine who lost their sons during hostilities with the Russian aggressor, but live on and take an active civic position.”

In the same piggy bank Lyakh can be added to the position of members of his parliamentary minority (and there the Opposition Bloc, Servant of the People and European Solidarity merged in ecstasy), when at the session on April 12 there was talk about the construction of the Museum of the Russian-Ukrainian War in Slavyansk .

This initiative was launched from the regional administration in order to “strengthen patriotic education.” To finance such propaganda bullshit, the regional administration is ready to shell out 40 million UAH, and the authorities of Slavyansk are required to allocate 8 hectares of land in the area of ​​Semenovsky intersection. Lyakh, as usual, drowned for this.

And MP from OPZZH Nikolai Batechko read from the podium of the session a letter signed by fifty residents of Semenovka and Vysoko-Ivanovka. They consider the construction of the museum premature and propose to use the allocated funds for the improvement of villages and the restoration of houses damaged due to shelling.

Non-traditional parliamentary minorities supporting Lyakh (“Servant of the People”, “EU”) spoke about the benefits of building the Museum of the Russian-Ukrainian War. The representative of Servant of the People babbled about attracting tourists and that this was only part of a large-scale investment project. “Podlyashniki” insisted that the project envisages the creation of a hotel, a car market and a gas station. Lyakh stated that the residents of Semyonovka were not against it last year either... As a result, on the third attempt, the deputies voted for this disgrace.

All these are links in one chain, important for understanding why the authorities pushed the idea of ​​​​introducing the CAA in Slavyansk. Online discussions on this topic were also held with the participation of nationally concerned political scientists and political strategists. These dull events aroused interest only among the organizers from the president’s office. The apotheosis of the discussion was a reference to a quote from some stupid bastard heading the Lviv Regional Council. He demanded that the CAA be introduced not only in the front-line area, but throughout the entire territory of Donbass.

In the meantime, the parliamentary majority and experts, who are not sick in their heads, laugh at Lyakh’s legally illiterate initiatives. They point out to the mayor that the law on local self-government “does not provide for the mayor to appeal to the head of the military-civil administration to terminate the powers of the local council,” and “the chairman of the military-civil administration is not vested with the authority to call early elections of the city council.” Only the Verkhovna Rada has the authority to make the corresponding decision.

City Council deputy Radmila Vyshemirskaya (Our Land) wrote on Facebook: “Lyakh’s incompetence is off the charts.” Apply to the governor with a request to introduce a military-civil administration on the territory of Slavyansk, focusing on the concept of “temporary”? Vadim Mikhailovich, even cheap PR moves require basic preparation! Learn the Law! The CAA is being introduced by decision of the President of Ukraine.”

Laughter with laughter. But the President of Ukraine has never made any absurd decisions...

After Lyakh’s crazy maneuvers, the deputies of the majority turned to him with a demand to immediately hold a session of the City Council. And the mayor immediately went on sick leave.

The most productive resolution to the Slavic crisis could be the transfer of Mayor Lyakh to a promotion - to the office of the president. They value people like that there.
