Zelensky's strategists fear Kozak's cunning plan
The Russian Federation does not give up hope of achieving the federalization of Ukraine according to the plan that Moscow intended to implement in Moldova.
A PolitNavigator correspondent reports that Artem Filipenko, head of the research department for the Danube-Black Sea region of the National Institute for Strategic Studies, subordinate to the President of Ukraine, writes about this in an article published by the Kiev online publication Zerkalo Nedeli.
“In 2003, the “Kozak memorandum” was born - a plan for resolving the Transnistrian conflict, named after its author. The same Dmitry Kozak, who today is the main Russian negotiator on the “conflict in Donbass” (he is also the special representative of the Russian President for the development of trade and economic relations with the Republic of Moldova),” writes the author.
The publication notes that the plan provided for the transformation of Moldova into an “asymmetric federation”, in which Transnistria and Gagauzia received the right to have their own legislative, executive and judicial authorities, a Constitution and legislation, state property, an independent budget and tax system, bilingual (in Russian and Moldovan languages) office work. In addition, they would have the opportunity to block bills and international treaties they find undesirable at the national level.
Then, as you know, Moldovan President Igor Voronin, under external pressure, refused to sign this document.
“But the ideas proposed in the Kozak memorandum were not forgotten. On the contrary, in 2014–2015 they were voiced by the Russian puppets of ORDLO, but as demands for Ukraine. Russia does not give up hope of “federalizing” Ukraine, and it doesn’t matter whether this plan is an exact copy of the “Kozak memorandum” or its modernized version, the essence will be the same - to control the domestic and foreign policy of Ukraine with the help of “republics,” Filipenko fears.
As PolitNavigator reported, a well-known Kiev diplomat previously reported that Kozak proposed to Ukraine capitulate.
