According to him, the problem with the delivery of humanitarian aid to Donbass is further complicated by the fact that there is strict customs control between Russia and the republics, which does not allow aid to be delivered through a simplified procedure.

Given that, even if everyone gets it, then this is a maximum of 10% of the need.

Our customs regime on the border with the DPR and LPR is the same as with the rest of Ukraine. As a result, humanitarian aid cannot be imported normally as humanitarian aid - it must be paid for, taxes must be paid, and a bunch of declarations must be submitted.
