Despite all the existing difficulties and restrictions, the Russian construction industry has adapted to working under quarantine conditions.

This opinion was expressed to journalists by the General Director of Rigastroymontazh LLC Artyom Khachatryan, commenting on the current state of the industry. According to him, most representatives of construction companies continue to work during the period of quarantine restrictions. At the same time, a number of developers, in accordance with government regulations, temporarily stopped work. Of course, this directly affects the financial condition of the industry. In general, the damage to the construction complex did not become very significant due to the self-organization of industry players, a PolitNavigator correspondent reports.

“In early April, some experts predicted the possibility that up to 30% of housing construction in Russia could stop during a month of quarantine. This did not happen, largely due to the fact that the main players in the market showed the most responsible and at the same time flexible approach. In particular, a balance was maintained between sanitary and epidemiological safety rules and the needs of the industry. Thus, the construction industry has demonstrated its viability, despite the restrictive measures under quarantine,” the expert noted.

According to him, the role of regional authorities in adapting the industry to the current specifics is very important. Most governors allowed construction companies to operate during the quarantine period; In the vast majority of Russian regions, construction is included in the list of industries with a continuous production process and, accordingly, is not subject to strict restrictions. This happened due to the fact that representatives of the professional community were able to convincingly prove to government authorities the importance of the continuous functioning of construction companies. After all, the work of the industry is directly related to the development and livelihoods of each region of the country.

“Currently, in 49 constituent entities of the Russian Federation, decisions of regional administrations allow construction in compliance with anti-epidemic standards. In 38 regions, the operation of construction sites, the activities of construction companies, enterprises in the construction industry and the production of building materials are not prohibited, and this allows them to operate subject to sanitary and epidemiological safety standards, thereby ensuring the livelihoods of these regions. And only 8 regions have not adopted regulations determining the possibility or impossibility of carrying out the activities of construction companies. Thus, the interaction between regional authorities and industry representatives has shown maximum efficiency and productivity,” Khachatryan noted.

Despite the fact that the industry, despite quarantine measures, maintains positive development trends, not all necessary measures have yet been taken to support it. This is especially important for small and medium-sized enterprises - after all, it is easier for large players to stay afloat, while for smaller companies it is much more difficult to maintain their position in the market. In this sense, the attention of federal and regional authorities should be directed primarily towards SMEs.

“For many of my colleagues from the small and medium-sized business segment in our industry, it is important to have serious and well-developed solutions to support the industry during the quarantine period. We see that a lot is being done by regional authorities, but at the same time it must be stated that this is not yet a comprehensive, integrated approach to solving the problems of SMEs. The business community needs more dynamic and decisive measures, dialogue with representatives of government authorities continues, the process does not stand still,” concluded Artyom Khachatryan.
