“A resolution was adopted that left the decision of the District Administrative Court of Kyiv unchanged.
This means that after the court decision comes into force, all pensioners, orphans, single mothers, WWII participants and liquidators of the consequences of the Chernobyl accident, disabled children and other socially vulnerable categories of citizens will begin to receive their legal funds. Also, the state of Ukraine is obliged to return to them all the money that they have not received since July 2014.
But, unfortunately, it is necessary to understand that there is no real mechanism for paying the above funds. And, moreover, the Kyiv authorities are not at all eager to create it.
It is worth noting that the need to create such a mechanism is spelled out in paragraph 8 of the Minsk agreements.
Let us remind you: on February 11, 2015, the District Administrative Court of the city of Kiev, by its resolution No. 826/18826/14, declared illegal and invalid from the moment of the adoption of clause 2 of the “Temporary procedure for financing budgetary institutions, making social payments to the population and providing financial support to individual enterprises and organizations of Donetsk and Lugansk regions”, approved by Resolution of the Cabinet of Ministers No. 595 of November 7, 2014 “Some issues of financing budgetary institutions, making social payments to the population and providing financial support to individual enterprises and organizations in the Donetsk and Lugansk regions.”
On April 2, 2015, the Administrative Court of Appeal of the city of Kyiv, by its resolution No. 826/18826/14, left the specified Resolution of the first instance court unchanged, while it rejected the appeals of the representative of the Cabinet of Ministers of Ukraine, the Ministry of Finance of Ukraine, the statement says.
