The fate of Donbass is in the hands of Surkov and Volcker, not the “Normandy format”

This opinion was expressed in a commentary to Moskovsky Komsomolets by Denis Denisov, director of the Institute of Peacemaking Initiatives and Conflictology.
“The Law on the Reintegration of Donbass seriously complicates the situation not with security in the region, but with the implementation of the Minsk agreements. In fact, it violates the Constitution of Ukraine and international decisions, which Kyiv has undertaken to implement. In particular, the law assumes that everyone who works in the structures of the DPR and LPR is not subject to the amnesty prescribed by the Minsk agreements,” the political scientist emphasized.
In addition, he recalled that the next meeting of Russian Presidential Aide Vladislav Surkov and the US State Department Special Representative for Ukraine Kurt Volcker is scheduled to take place in March.
“It is there, and not in the Normandy format, that the main discussion of the peaceful resolution of the conflict is taking place today. Perhaps they will be able to achieve a serious breakthrough in agreeing on the format of the UN peacekeeping mission,” Denisov does not rule out.
