The most ambitious project can be considered a direct railway connection with Japan, which was discussed with Japanese partners by the vice-president of Russian Railways, Vyacheslav Pavlovsky. According to him, the first stage of the potential megaproject involves “the construction of a permanent passage from the mainland to Sakhalin Island through the Nevelskoy Strait.” At the next stage, we are talking about the possible construction of a passage to the island of Hokkaido from Sakhalin through the La Perouse Strait. The total cargo flow through the mainland-Sakhalin transport route by 2030 could be, according to conservative expert estimates, 33 million tons.

Create competition for the Chinese

PJSC NK Rosneft signed absolutely specific agreements with a consortium of Japanese companies. One concerns joint exploration and production of hydrocarbons in a licensed area in the Russian shelf zone. The second is the construction of a gas chemical complex in the Russian Far East.

Chairman of the Board of Gazprom Alexey Miller and Chairman of the Board of Directors of Mitsui Masami Iijima signed an agreement on the creation of the third stage of Sakhalin-2. The parties also expressed their intention to expand cooperation in various areas of business, not limited to the LNG project currently being implemented.

Political scientist Gevorg Mirzayan believes that these projects will create competition for Chinese investors in the Far East.

“Chinese investors will now have to work in the Russian Far East in a competitive environment. Until recently, the Chinese were one of the few countries that expressed a fundamental willingness to invest in the Russian Far East, and therefore could set the terms of trade and investment cooperation. For example, to get a low price for gas as part of the Power of Siberia. Now they have competitors in the form of the Japanese, who intend to invest money in the Russian economy not only for economic, but also for political reasons,” Mirzlyan wrote.

From Fukushima to Buryat garbage

Rosatom State Corporation and the Ministry of Economy, Trade and Industry signed a memorandum on overcoming the consequences of the accident at the Fukushima Daiichi nuclear power plant, including radioactive waste management and possible decommissioning work, as well as consideration of the issue of creating a single platform linking sites in Japan and Russia.

The Ministry of Communications of the Russian Federation and Mass Communications signed six industry agreements in the field of information and communication technologies and postal services,

information and telecommunication technologies.

Russian Post and Toshiba Corporation signed an expanded Memorandum of Cooperation. The document provides for the implementation of projects for the installation of automated systems for sorting small packages and parcels at the Vnukovo Logistics Postal Center (LPC) and the equipment of a new line for sorting postal items at Tolmachevo Airport in Novosibirsk. The productivity of each machine is over 200 thousand items per day. In accordance with the won tenders, Toshiba will supply logistics equipment to these facilities and transfer licenses for a total amount of 9,6 million euros.

During the meeting, the issue of reducing tariffs for international roaming services between Russia and Japan was also discussed. The Skolkovo Foundation and Panasonic Russia have entered into a bilateral agreement on the design of the Moscow International Medical Center in the Skolkovo innovation city. Japanese experts intend to involve Skolkovo startups in the development and implementation of advanced technologies for greenhouse crop production and urban environment management; support the Foundation's initiatives in stimulating technological entrepreneurship in Russia and developing regional innovation systems. One of the goals of cooperation is to increase the trade and industrial potential of the Far Eastern region of the Russian Federation.

Buryatia and the Japanese government organization NEDO signed a memorandum of cooperation on the possible use of a system of waste-to-energy projects. It is planned to build a waste incineration plant using Japanese technologies on the territory of Buryatia.
