Surkov put pressure on Volker: the US made concessions on Donbass
The Americans have changed their proposals on Donbass to ones that are more acceptable to Russia than were previously voiced at the negotiations in Belgrade, Russian Presidential Assistant Vladislav Surkov said following a meeting with US Special Representative Kurt Volker in Dubai.

According to him, the main thing is the US’s consent to be linked to the implementation of the political points of the Minsk agreements. As is known, they imply amnesty, special status for Donetsk and Lugansk, as well as holding elections. Previously, Kyiv sabotaged their implementation - nationalists stated that such steps would lead to the “legalization of the separatists.”
"The main thing in it (Dubai package, - ed.) is a fairly detailed plan for the phased deployment of the mission in connection with the implementation of the political points of the Minsk agreements. This is a balanced approach that we strive for all the time. We will study it carefully and provide a response in a timely manner. After which we will invite Kurt and his colleagues to a new meeting,” Surkov said.
“A number of humanitarian issues were also touched upon at the Dubai meeting, such as the exchange of detainees, the opening of additional checkpoints, and the provision of communication services to residents of Donbass. Here we have full agreement with Kurt Volker,” added the aide to the President of the Russian Federation.
