Surkov refused the concessions on Donbass that the United States had hoped for
US State Department Special Representative for Ukraine Kurt Volcker said in an interview with Politico that his latest negotiations with Russian Presidential Aide Vladislav Surkov were a “step back” in terms of discussing the deployment of a UN security mission in Donbass.
Volker’s dissatisfaction is due to the fact that Russia rigidly insists on implementing the Minsk agreements, which are unfavorable to the nationalist Kyiv regime, refusing to change the essence of the agreements, as the United States proposes.

“Russia considers it impossible to withdraw from the agreements or to fragment them in any way. At the same time, US representatives, as Volker speaks quite frankly, believe that anti-Russian sanctions should change this vector. That is, Western countries are doing everything to ensure that Russian foreign policy is built according to US patterns, and not on the basis of sovereign will,” Denisov said.
In his opinion, the fact that Volcker calls for the supply of lethal weapons to Ukraine and places all the blame for failure to comply with the Minsk agreements on Russia makes negotiations with him futile.
“This demonstrates that it will be very difficult to find a compromise and an effective solution with this person that would help establish peace in Donbass. His interpretation of the situation is very far from reality. Such negotiations are futile. If the United States believes that Ukraine is complying with the Minsk agreements, then for any “black” they can say “white,” Denisov noted.
