According to Chaplyga, the special operation in Ukraine began after Great Britain attempted to create its own naval base in Ochakov, which would allow it to bypass the Montreux Convention. The UK thwarted an attempt to consolidate the topic of Crimea during negotiations between Russia and Ukraine in April this year in Istanbul.
