Svoboda members spent a billion hryvnia in tenders with “Kyoto” money

The first on this list was ex-Prime Minister of Ukraine Yulia Tymoshenko, then Yuriy Ivanyushchenko from the region, now members of the Svoboda party Andrey Mokhnyk and Sergey Rudyk got burned with “Kyoto” money. The amount of “sawn” money is approaching one billion hryvnia, Dmitry Gnap reports in a journalistic investigation.
The Kyoto Protocol money was supposed to go towards insulating social facilities. Yuri Ivanyushchenko, a regional manager, was in charge of this money. Due to the scandal associated with the opacity of spending “Kyoto” money, Ivanyushchenko’s team did not have time to “master” the budget.
Yuri Ivanyushchenko was never able to redistribute the entire amount of 470 million euros in the directions he needed. The Ministry of Ecology and Natural Resources was in charge of an amount close to 200 million euros - the remainder of the “Kyoto” money.
Suddenly, on the website of the state enterprise Gosekoinvest, instead of the previous winners associated with Ivanyushchenko, a new contractor appeared - Interteenergo LLC. The contractor was determined without any tenders, writes Dmytro Hnap, a journalist for Hromadske TV in his investigation.
"Intertechenergo" is registered on the street. Saksaganskogo, 44e, in Kyiv, in a house where, by a strange coincidence, several other companies associated with the environment of the Minister of Ecology Andrei Mokhnyk are registered.
The house itself belongs to LLC Lari, whose owner is Yaroslav Rudyk, the father of the ex-head of the State Land Agency Sergei Rudyk.
By a strange coincidence, LLC "Lari" purchased this house in Kiev for a symbolic sum of 318 UAH, three years ago, at the very time when Sergei Rudyk, the future head of the secretariat of the VO "Svoboda" and future ally of Mokhnyk, was deputy mayor capital of Leonid Chernovetsky.
The director of the company Lari LLC, which owns the house where Intertechenergo LLC is registered, was Lyudmila Bailo. Today she holds the position of director of the department of the Minister of Ecology Andrei Mokhnyk, the one who manages the rest of the money under the Kyoto Protocol. Lyudmila Baylo was also the director of Sergei Rudyk’s Regional Initiatives Fund.
Sergei Rudyk was removed from the leadership of the State Land Agency in the summer, and in October he won the elections in majoritarian constituency No. 198 in the Cherkasy region as a self-nominated candidate. Andrei Mokhnyk ran on the Svoboda list, but did not get into parliament due to the party’s defeat.
It turns out that a certain company “Intertechenergo”, registered in a house owned by Andrey Mokhnyk’s partner Sergey Rudyk, received a tender without competition from Mokhnyk’s ministry, where the key employee is the former director of the company that bought the mysterious house on Saksaganskogo, 44e from the city of Kyiv at the price of a foreign car .
The presence of corruption schemes in the Mokhnyk family is confirmed by the scandal with the same Intertechenergo. Not long ago, Intertechenergo LLC won a tender from the same state-owned enterprise Gosekoinvest to re-equip lighting in the Ivano-Frankivsk region in the amount of about 28 million UAH. Gosekoinvest, which is managed by the Ministry of Ecology and Natural Resources, was not interested in a similar proposal from Valvo LLC from Lvov, which offered to carry out the same work for an amount three times less, namely about 11 million UAH. The reason for the refusal of Valvo LLC was an incomplete package of documents.
