“One of Ukraine’s representatives at these negotiations, Leonid Kuchma, within the framework of a political group, presented the concept of elections in certain areas of the Donetsk and Lugansk regions. This was discussed in the subgroup. An interesting precedent has been created - the Ukrainian law is being discussed with representatives of the self-proclaimed republics. This is something that Kyiv categorically refused. Direct negotiations have begun. What can we call the fact that representatives of the self-proclaimed republics were presented with the Ukrainian concept of holding elections and are discussing it? Are these not direct negotiations?” Dzhangirov said.
