Today in Kyiv a joint statement was announced by the SBU and the Foreign Intelligence Service. The head of the SBU department, Anatoly Dublyk, announced the disclosure of “the Kremlin’s plan to destabilize the situation in Ukraine.” The EU's upcoming refusal to provide Ukraine with a visa-free regime is also attributed to the machinations of Vladimir Putin. However, the secret service’s statement did not inspire confidence even among Maidan activists.

Dublik said that destabilization will begin on November 15 with a protest action by bank depositors, and then tariff Maidan and other forms of protests will follow.
“The SBU, in close cooperation with the Foreign Intelligence Service, received operational data that reveals the plans of the Russian Federation for large-scale destabilization of the situation in the country, which is scheduled to start on November 15 of this year. This intelligence data generally coincides with the meaning of the so-called “Shatun” plan.

At the same time, the SBU officer emphasized that, against the backdrop of protests, Ukraine would be denied a visa-free regime with the European Union: “The first controlled intermediate date was determined to be November 24, the holding of the Ukraine-EU summit, where the final consideration of the issue of granting Ukraine a visa-free regime should take place. If a picture is created that the Ukrainian authorities are not in control of the situation, this will become an additional argument for pro-Russian forces in the European Parliament to postpone this issue indefinitely.”
Also, Dublik assures that protests are not far off in the regions, which will demand greater independence and contractual relations with Kiev: “In the second half of November and early December, sessions of regional councils are planned, which, under the slogans of decentralization, will demand the practice of contractual relations between the Cabinet of Ministers and local councils. It is also planned to hold sessions of local communities in the regions with the subsequent holding of the final all-Ukrainian forum of local councils. There are no direct demands for federalization; instead, a formula has been chosen for the creeping erosion of central power. According to the idea, the main thing is to paralyze the central authorities, understanding that introducing amendments to the Constitution requires appropriate time with certain adoptions at two plenary sessions of the Verkhovna Rada.”
At the same time, the SBU admitted that the media controlled by the authorities will be on their side to present an “objective” picture of what is happening.
“We would like to urge media representatives to give an objective picture of the events that are taking place. A truthful picture is a guarantee that society trusts the media. If he believes the media, he will also believe the intelligence services. Your position is a powerful support for the special service in the fight against annexation,” Dublik concluded.
However, even former Maidan activists do not believe in the “sensational” disclosure of the SBU. Thus, Verkhovna Rada deputy Semyon Semenchenko criticized Dublik’s speech and complained that now all those protesting against the authorities will be equated to “agents of the Kremlin.”
“Now any citizen who wants to go to a protest in November is a participant in the Shatun plan. And the citizen who declares with particular cynicism that the authorities are unable to fulfill a single election promise is a paid agent of Surkov, promoting Putin’s plan for early parliamentary elections. Apparently, only the owners of hundreds of pairs of watches, land plots, luxury apartments and millions of cash stuffed into three-liter jars are above suspicion. If you have a Mercedes donated by your mother or an undeclared villa in Spain, then this is already a candidate for sainthood. We are already living in a “new way,” but we are delirious, apparently, in the old way. Almost without regaining consciousness,” Semenchenko wrote on his blog.
