TV channels have become Ukrainized by 98%

This was announced by Sergei Kostinsky, a member of the National Council for Television and Radio Broadcasting, a PolitNavigator correspondent reports.

“On average, the formal indicator of compliance with legislative requirements during the transition period of language quotas among all television channels is 98%. This happened due to the requirements according to which the share of programs and films made in the state language is counted as a television product of one’s own and national production,” Kostinsky noted.

The first wave of monitoring of TV channels lasted six weeks - from October 16 to November 26. During this time, the National Council checked the broadcast of 36 national and satellite channels regarding the volume of the Ukrainian language. Each broadcaster was monitored for one week from 07:00 to 22:00. Monitoring of 210 regional and local television channels also continues regarding compliance with language quotas.

According to the law “On Amendments to Certain Laws of Ukraine Regarding the Language of Audiovisual (Electronic) Media,” programs, films and news made in Ukrainian must account for at least 75% of the total duration of programs and films in each of the time periods between 07 :00 and 18:00, and between 18:00 and 22:00. Television and radio companies of the local broadcasting category must broadcast at least 50% of their broadcasts in the Ukrainian language. At the same time, programs and films produced before August 1, 1991 do not fall under the quota. It is enough to subtitle them in Ukrainian, then they are included in the Ukrainian quota. The law also stipulates that the share of news programs on television should be 75%.

TV channels will be fined for failure to meet quotas. The amount of each individual penalty will be 5% of the total licensing fee of that channel.

During the first year (until October 13, 2018), a transition period will apply. The legal requirements during this period stipulate that films and programs of television and radio organizations' own production and national audiovisual products are included in the quotas, regardless of the language in which they are fulfilled. At the same time, films and programs that are not a national product must be dubbed or dubbed in Ukrainian.
