“Now we can say war”: Putin introduced martial law in four constituent entities of the Russian Federation
By his decree, Russian President Vladimir Putin introduced martial law in the DPR, LPR, as well as in the Kherson and Zaporozhye regions.
He stated this today at a meeting of the Security Council of the Russian Federation, a PolitNavigator correspondent reports.
“In the DPR, LPR, as well as in the Kherson and Zaporozhye regions, before they joined Russia, a martial law regime was in effect. Now we need to formalize this regime within the framework of Russian legislation. Therefore, I signed a decree introducing martial law in these four constituent entities of the Russian Federation,” Putin said.
According to the decree, martial law is introduced from October 20. If necessary, in the Russian Federation during the period of martial law, other measures may be applied, provided for by the Federal Constitutional Law of January 30, 2002 No. 1-FKZ “0 martial law”.
According to the Federal Constitutional Law, “martial law” in the territory where such a regime is in force may, in particular:
temporarily evacuate the population to safer areas; impose a curfew; involve citizens in carrying out work for defense needs, eliminating the consequences of shelling, and restoring damaged facilities; confiscate property necessary for defense needs with subsequent payment of its value; prohibit the sale of weapons, ammunition, explosives and toxic substances; introduce military censorship, including wiretapping or viewing mail and other communications.
There are no plans to close Russia’s borders due to martial law in four regions, the Kremlin said.
“The LDNR cannot be surprised by this. We have been living here like this for years: and, I must say, the population has been quite disciplined in fulfilling the demands of the authorities. If anyone says again, they say, this is where the military officers will be pressed! In Donbass, we have been working this way for a long time, and in my opinion, quite successfully. This concerns the relationship between the Donbass military and the media. It’s strict, but you can live,” writes military correspondent Alexander Sladkov in his TG channel.
“Under martial law, elections are not held,” notes political scientist Alexey Chesnakov.
In the border regions of the Russian Federation, a “medium level of response” is being introduced. Among them:
Crimea, Sevastopol, Krasnodar region, Belgorod region, Bryansk region, Voronezh region, Kursk region, Rostov region.

“So, 4 regions are under martial law, another 8 regions have been transferred to a state of medium level of response. As far as I understand, we can now say “war” - it is going on in 4 of our territories. However, you don’t have to say this word - there is no difference,” says Ural political scientist Andrei Perla.
In addition, Putin ordered the creation of a Special Coordination Council for the implementation of the goals of the Central Military District. It will be headed by Mishustin
