Political scientist Vadim Karasev said this on air on the Vyshka Internet channel, the PolitNavigator correspondent reports.
“If someone wanted to shake up the situation with this terrorist attack, to cause internal upheaval in Russia on inter-ethnic grounds, it would not be under this government.
