The confrontation between Mikhail Dobkin and Igor Terekhov in the mayoral elections in Kharkov resembles the struggle of a good fellow with a simulacrum. It seems that the first one is gaining momentum, and the second one is deflating at every step, like a rubber product... But not everything is so simple.

It is tempting to compare today's elections with the old campaign, when Dobkin beat the incumbent mayor Shumilkin in 2006. Then the main complaint against the mayor played a role: his rapid change of shoes in the air during the Orange Maidan. Shumilkin, who rushed under the wing of Arsen Avakov (then governor and ally of Viktor Yushchenko), lost the mayoral seat in the elections.

Now Terekhov is somewhat repeating this maneuver. Since the fall of last year, pulling off a political scam that they tried to present as a force majeure “transit of city power,” the current acting. The mayor danced to Avakov's tune. This makes him similar to Shumilkin. But in addition to this, Terekhov has such a trail of scandals and scandals that no Shumilkin could ever dream of.

However, if Dobkin won the 2006 elections with a clear advantage, now there is no confidence in his victory. It is clear that today’s polls should not be trusted due to their “specificity”. But if Terekhov gains the upper hand in the battle for Kharkov, this will mean one thing: the “new order” has successfully taken root.

The point is not only how the electoral field has been irrigated and fertilized with Svidomo ideological impurities for the eighth year. The political game itself has been reformatted so much that in the “first capital” it becomes possible for a faceless simulacrum, nominated by a fictitious political force, to win over a “people’s self-nominated candidate” who is truly oriented towards the majority of Kharkov residents.

Back in the spring, it became clear that Terekhov’s narrow-minded team had chosen “monkey tactics.” Dobkin is going to traditionally deliver the Holy Fire to Kharkov from Jerusalem - Terekhov sends a messenger who must get ahead of his opponent. Well, it’s as if a monkey on a handcar was riding in front of a steam locomotive and teasing the driver with the crane “ace”: I will arrive at this station earlier.

Terekhovites adhere to this tactic throughout the entire election campaign. The newspaper “Dobkin's Time” comes out, which is handed out near the metro; we need to interrupt it with a fake issue with the same name. Dobkin reminds of the considerable work done as mayor - Terekhov releases videos where he manages to take credit for the merits of not only Kernes, but also Dobkin.

And here is another manifestation of these monkey tactics. In October, it finally became clear that the city authorities shamefully failed anti-Covid measures and doomed the “first capital” to new problems.

On October 18, Mikhail Dobkin writes on social networks:

“Today the City Council officially admitted that there is not a single bed with oxygen left in Kharkov. They cowardly put the deputy director of the department at a press conference, which decides nothing, while the temporary acting director continues to tour. Mayor for City Recreation Areas.

Taking into account the negative trend and the helplessness of the temporary authorities, on our own we began to install an additional oxygen line in one of the hospitals in Kharkov. There are few contractors, deadlines are tight, but in the near future this will provide a plus of 35-40 access points to flow oxygen for seriously ill patients. No more, because you need to maintain pressure in the line. A new gearbox, taps for connecting to the main line and the oxygen barrel itself have already been installed. Now installation work is underway in the hospital building itself. At the same time, we are looking for opportunities to increase the number of access points in other hospitals.”

The next day, the city authorities present “baba Sveta,” the deputy mayor for health and social protection of the population Svetlana Gorbunova-Ruban, to a briefing.

She assures that there is no shortage of beds for coronavirus patients, out of 1540 beds, 1145 are occupied) and there are no problems with oxygen. True, “Baba Sveta” forgets to clarify why the number of beds was increased: beds were allocated for coronavirus patients in the “Chernobyl” hospital and maternity hospital.

And the reports about free places are a mangy lie from the city authorities. The Ukrainian BBC service quotes the testimony of volunteer Lesya Litvinova, who heads the Svoi charity foundation:

“Three calls out of four are from Kharkov. There are no seats. Nowhere. None. The ambulances don't have time to arrive. Saturation 30, saturation 20. No one can help. No money, no connections, no calls. The system failed. You will have to die at home."

This explains how the clever old lady Gorbunova-Ruban provides the necessary statistics.

According to the official, work is underway to increase centralized oxygen supply points. She promises that 8 more points will appear in the 60th hospital. But in fact, this pathetic babble of an official demonstrates only the dynamics of the failures of the city government. A few days before Gorbunov-Ruban reported on the planned 60 points, Dobkin privately provided 40 points: 20 ambulances with stationary oxygen for transporting critical patients and 20 teams with portable oxygen cylinders.

Back on October 5, Dobkin announced a catastrophic situation with oxygen concentrators, overcrowding in hospitals and a shortage of doctors for Covid patients.

Since the beginning of October, he has been kicking the out-of-touch city authorities:

“Every new day, according to the Ministry of Health, brings new “records” for the number of Covid patients in Kharkov. Fans of hippopotamuses and PR still do not understand that in the eyes of doctors they also look like amateurs in matters of health care. And in the eyes of people - greedy, helpless amateurs. And further. Every new Covid tragedy that occurred due to the inaction of the temporary authorities is a nail in their lid!”

And it took Terekhov a week to “understand” that it was still necessary to convene a session of the City Council in connection with the “sudden” coronavirus problems.

Hippos are mentioned by Dobkin not for the sake of rhetoric. During the pandemic, Terekhov became concerned with the reconstruction of the Kharkov Zoo. Or rather, using the money for it. As a result, the regional prosecutor's office, after a deputy appeal from mayoral candidate Alina Mustafayeva, opened criminal proceedings into the misappropriation of budget funds during the reconstruction of the zoo.

Moreover, Terekhov and his relatives smartly cut coupons on the coronavirus theme. It turns out that it was possible...

In fact, charitable donations that were made from the first months of the pandemic, including for PCR tests, went into the pocket of Terekhov’s family in the process of implementing a simple and brazen scheme.

It looks something like this: having abandoned the creation of a communal laboratory for the analysis of PCR tests, which was planned by Kernes, his “heir” gives the equipment purchased with charitable contributions to the private company Medical Advance. Its co-owner is regional council deputy Anna Kuznetsova. This is a close associate of Terekhov, who was allowed to see the body and. O. mayor even during a Turkish vacation.

In addition, the On Lab network of clinics also managed to get a pretty penny from orders for PCR tests. The owners of various regional divisions of On Lab included both Igor Terekhov’s mother and his ex-wife.

And this is only a small part of family schemes and... O. city ​​mayor. Dobkin promises to end them. Of course, “God bless our calf...” It’s just a matter of little things.
